About this file
This is a compliance notification from the New York State Department of Labor (NYSDOL) regarding mandatory contractor registration requirements for public works projects under Article 8 of the Labor Law, issued by the Office for People With Developmental Disabilities (OPWDD). Effective December 30, 2024, all contractors and subcontractors seeking to work on Article 8 public works projects must be registered with NYSDOL before submitting bids and prior to commencing work. For the specific project referenced—CD25147 Perry Hill Road Septic System Installation—bidders must submit proposals by 2:30 p.m. on October 7, 2025, using the provided bid form to Brooklyn.CMM.Bids@opwdd.ny.gov. Attendance at a mandatory site visit is required prior to bid submission. All bids must include a materials and labor cost breakdown and must be submitted on the designated bid form. Subcontractors are prohibited without written OPWDD approval.
Bidders must provide their valid NYSDOL registration number in the designated space on the bid form at the time of submission; failure to provide a verifiable registration number will result in immediate bid disqualification. NYSDOL estimates approximately 3-4 weeks for application review and Certificate of Registration issuance, making prompt registration essential to avoid project delays. This is a New York State Public Works Project requiring prevailing wage compliance. Additional support is available through NYSDOL's Frequently Asked Questions resource, and inquiries regarding the contractor registry process may be directed to the Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov.
