About this file

This is a regulatory notification document from the New York State Department of Labor (NYSDOL) issued by the Office for People With Developmental Disabilities (OPWDD) regarding mandatory contractor registration requirements for public works projects. Effective December 30, 2024, all contractors and subcontractors seeking to work on Article 8 Labor Law projects must be registered with NYSDOL before submitting bids or commencing work. For the related Kitchen Renovation project at NYS OPWDD-Bernard Fineson DDSO, attendance at a mandatory site visit is required prior to submitting a quote. Vendors and subcontractors must provide valid NYSDOL registration certificates with their quotes, and failure to provide a verifiable registration number at the time of bid submission will result in bid disqualification. The NYSDOL estimates approximately 34 weeks for processing registration applications and issuing Certificates of Registration, making prompt registration critical to avoid project delays.

Prevailing wages must be paid on this public works project in accordance with New York State law. Subcontractors are not permitted without written approval from OPWDD. For registration inquiries and assistance, contractors should contact the NYSDOL Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov. Additional support is available through frequently asked questions on the NYSDOL website. Questions specific to the Kitchen Renovation project should be directed to Brooklyn.CMM.Bids@opwdd.ny.gov.
