STATEMENT OF WORK
I. OBJECTIVE
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Southern Region Headquarters is seeking services to perform the work specified under this Statement of Work.
II. EXISTING CONDITIONS
Existing VAV boxes and EDHs at the Florida Keys Weather Forecast Office (WFO) have been malfunctioning and failing since the building was built in 2005. EDHs and VAVs are constantly tripping, heating elements keep failing, rooms around the building are constantly cold with temperatures way under set points. An attempt was made in 2020 to repair the existing VAVs and EDHs, but it didn’t fix the problems. Also, the manufacturer doesn’t fabricate spare parts for that system anymore. Existing Exhaust and supply fans installed in the mechanical yard are old and failing.
III. SCOPE
The work to be performed under this Contract shall consist of furnishing and installing all tools, equipment, materials, supplies, and manufactured articles and furnishing all labor, transportation, and services, including fuel, power, water, and essential communications, and performing all work, or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. The National Weather Service (NWS) expects a “turnkey” solution for this project. The work shall be complete, and all work, materials, and services not expressly indicated or called for in the Contract Documents which may be necessary for the complete and proper completion of the work in good faith shall be provided by the Contractor as though originally so indicated, at no increase in cost to the Government.
IV. TASKS:
1) Completely remove and replace all the existing VAV boxes and Electric Duct Heaters (EDH) (Total of 13). Reuse existing wiring, cabling and “Automated Logic Controller” DDC equipment, but verify for compliance with codes and specifications. Assume the replacement of two VAV/EDH DDC control boards. DO NOT replace VAV boxes and EDHs in kind, a Florida registered/certified mechanical engineer shall need to:
a) Review existing installation, drawings and specifications and perform new calculations to specify new VAV boxes and EDHs that are in compliance with current codes, industry standards, regulations and attached specifications, and that will perform well when installed to the existing ductwork and HVAC system.
b) Provide three sets of signed and sealed equipment schedules and calculations.
c) Modify existing contract drawings to show changes in revision clouds.
d) Provide three (3) 24” x 36” full sets of signed/sealed Mechanical drawings (to scale) and a CD with AutoCAD files.
e) Review the product submittals provided by the Contractor for compliance with codes, drawings and specifications.
Note:
· The Government will provide copies of the existing contract drawings in AutoCAD format, but engineering company and the Contractor shall visit the site to verify the accuracy of the information provided.
· If needed, Contractor will build temporary structures to safely access/replace VAV/EDHs and/or perform other tasks described in this document.
· VAVs and EDHs will be replaced during normal working hours, while staff are working in the office. Contractor shall make necessary staff/site coordination and site modifications to safely work around staff and minimize impact on operations. Contractor shall provide temporary installations to screen working area from surrounding office space and to provide a safe, clean working environment while performing the tasks described in this document.
· Temporary spot cooling won’t be necessary if VAVs/EDHs are replaced/disabled one at a time.
2) The existing BMS is an Automated Logic Controller.
a) Make all the necessary modifications to the existing DDC hardware and software to install the new VAV boxes and EDHs, and for the new VAVs/EDHs to perform as indicated on attached drawings and specifications, to include sequence of operation. Calibrate new VAVs and EDHs, in conjunction with the Mechanical Contractor and TAB agent if needed, to assure proper equipment operation and accuracy of the measurement/information provided by devices and sensors.
b) Perform a thorough check of the existing DDC software and make necessary modifications to the existing software to assure performance as indicated on attached drawings, specifications and industry standards, to include sequence of operation, not only for HVAC equipment but also for all other equipment and systems tied into the DDC system, including but not limited to HVAC, Liebert units, fans, generators, lighting, etc.
c) In conjunction with the Mechanical Contractor and TAB agent if needed: Inspect, check and calibrate all existing equipment, devices and sensors to assure proper operation and accuracy of the measurement/information provided. This task shall be performed to all HVAC, DDC and other systems and equipment tied into the DDC.
d) In conjunction with the Mechanical Contractor and TAB agent, and with a government representative as witness (the COR in this case), commission the entire DDC control system (to include portion of the DDC system controlling non-HVAC related equipment) and HVAC system, IAW attached specifications and industry standards, and generate a report with all deficiencies found, proposed corrective action and cost estimate. Every new and existing element of the DDC and HVAC system shall be tested, balanced and calibrated. Contractor shall submit a detailed commissioning plan to show their proposed approach to test each input, output, element, sensor, device and equipment, and shall not proceed until approved by the COR.
3) The Contractor shall test and balance the entire HVAC system IAW attached specifications and industry standards.
4) Replace existing exhaust/supply fans installed in the mechanical yard in kind (Total of 4). Reuse existing electrical and control wiring but verify for compliance with codes and specifications.
