About this file

This is a Bid Clarification No. 3 document issued by Rockford Construction Company on behalf of Northview Public Schools for the Athletic Stadium Addition and Renovation project located at 4451 Hunsberger Avenue, Grand Rapids, Michigan. The clarification addresses multiple Requests for Information (RFIs) and scope modifications relevant to various bid categories, including synthetic turf field replacement, exterior finishes, civil and turf work, fencing requirements, and specification updates. Key RFIs address grade and turf clarifications, exterior cement board siding and paint finishes, miscellaneous civil and turf improvements, and fence grounding requirements. The document incorporates Addendum #01, which adds several specification sections including Sheet Vapor Retarders (Sections 07 2600), Fluid Applied Membrane Air Barrier (Section 07 2700), Vibration Control (Section 20 0548), Electric Unitary Heating Equipment (Section 23 8236), Concrete Segmental Retaining Wall (Section 32 3223), and Earth Moving (Section 31 2010). Updated bid forms reflecting these scope changes were made available on Procore for bidders to reference during proposal preparation.

The document includes detailed responses to specific bidder inquiries regarding synthetic turf base construction, including clarification that existing shock pads are assumed not to exist, removal procedures for approximately 2 inches of aggregate with salvage of 1 inch of fines, and final aggregate elevation specifications. Specific paint color requirements are provided for various structures (Iron Gray and Arctic White James Hardie factory-applied colors for different building components). The project insurance requirements mandate Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Workers' Compensation as required by law, Employers Liability of $1,000,000, Commercial Property Insurance for full replacement value, Automobile Liability of $1,000,000 combined single limit, and Umbrella Liability of $2,000,000. Additional insurance requirements apply conditionally based on scope of work, including Contractor Pollution Liability, Professional Liability, and specialized coverage for specific activities. All policies must be occurrence-based (except Professional Liability and Contractor Pollution Liability carried for six years post-completion), maintain Rockford Construction and Northview Public Schools as additional insureds, be primary and non-contributory, and include waiver of subrogation provisions.

Question Question from Morgan Gross Rockford Construction on Wednesday, Oct 14, 2026 at 11:31 AM EDT L1.1 Synthetic Turf Field Replacement Scope of work Note 2 indicates to Excavate +-2” of existing aggregate material. It also states to salvage +- 1” of fines for later use. This Note also references Detail 15 on LD1.02.

Detail 15 does not indicate thickness of aggregate drainage layer.

Please clarify Note 2. Is it the intent to remove 2”of fines/aggregate and reinstall 1” of fines with a net 1” removal of aggregate?

If it is the intent to lower the base layer 1” does the entire nailer need to be lowered 1” ?

L1.4 Provides grades for field. Please confirm the intent that this is finished elevation of turf.

Provide Drainage plan for Area A. This shows up on partially on L3.5 but is not of complete area A.

BID REQUEST FOR INFORMATION

Northview Public Schools | Athletics Stadium Additions & Renovations Bid Category #32D - Synthetic Turf and Base

To: Dan Korcek, Rockford Construction | dkorcek@rockfordconstruction.com

From: Ken Hutchinson | AstroTurf Great Lakes

Date: October 14, 2026 | RFI No.: RCCI to assign

Subject: Bid scope, document conflicts and pricing clarifications

Please provide written clarification of the following items by addendum or bid clarification so all bidders carry a consistent scope. References to manual/specification pages are original PDF page numbers. Drawing references use sheet/detail numbers.

1. Existing turf/infill removal and shock-pad clarification Manual p.23, Demolition Alternate 3; p.73, #32D Alternate 5; drawing L1.1 replacement notes.

Existing turf and infill must be removed. Please clarify whether the existing shock pad must also be removed and disposed of or is to be retained, and identify the affected fields/areas. Selective Demolition Alternate 3 and #32D Alternate 5 both carry existing turf/shock-pad removal. Identify the responsible contractor and confirm whether #32D carries this work in the base bid or as an additive alternate.

2. Stadium aggregate removal, salvage and adjustment L1.1 replacement note 4; LD1.02 detail 15; manual pp.60-62 and 71.

L1.1 requires excavation of approximately 2 inches of aggregate and salvage of approximately 1 inch of fines. Confirm who removes, stores, reuses and disposes of these materials; the required final aggregate elevations after the new pad is added; and the bid basis for supplemental stone or unsuitable existing material. Identify whether the indicated work is in #32D base or another category.

3. Band-field existing base removal alternate Manual p.62, Sitework Alternate 5; pp.70-73, #32D.

Sitework Alternate 5 prices complete removal of existing band-field base and drains, with disposal and access-road reuse options. Confirm the base-bid treatment of existing band-field base/drainage if that alternate is not accepted, and the demolition/reconstruction limits to be included by #32D.

4. Base/drainage transfer under #32D Alternate 4 Manual p.73, Alternate 4; Section 32 1123, 1.3.F and 3.1.

Define precisely what transfers to BP31A under Alternate 4: furnishing versus installation, stone/fines, geotextile, perimeter and flat drains, excavation/backfill, testing, survey/string checks and corrections. Confirm the work retained by #32D and the acceptance/warranty responsibilities for a base built by others.

DKorcek Text Box RFI was written several days ago requesting clarification on this item

DKorcek Text Box Clarification was requested if the entire base/drainage is to be removed. Currently, it is anticipated that the new storm drainage will be cutting through the existing Band field storm drainage and therefore could cause some settlement of base if washed into existing storm piping. Alternate is requested if Engineer advises that complete removal is not required. BP 32 D is to provide complete base/drainage layer system and drainage per scope of work.

DKorcek Text Box BP 32D shall disregard Alternate 4. BP 32D shall provide complete drainage per 32D scope of work.

DKorcek Text Box It is assumed that NO shock pad is existing or currently installed.

5. Subgrade handoff tolerance and deficient soils Manual p.60, Sitework item 20; p.71, Substrate items 1 and 5; Section 32 1123, 3.1.I.

Sitework hands over subgrade within +/-0.05 foot at every point; the aggregate specification requires +/-0.02 foot before the next layer. Confirm which trade brings subgrade to the tighter tolerance and performs the specified scarification/recompaction, proof-roll corrections and undercut/replacement before #32D acceptance. Define responsibility for later settlement caused by utility-trench backfill by other trades.

6. Drainage connection limits Manual p.61, Sitework item 47; p.71, Substrate item 3; p.73 exclusions; Section 33 4615.

Sitework extends storm drainage through the turf anchor a minimum of 5 feet, while #32D connects at the turf perimeter. Confirm the exact handoff locations and responsibility for the overlapping 5 feet, fittings, collector connections, trench excavation/backfill and testing. Confirm Section 33 4615 governs #32D interior drainage even though omitted from its listed sections.

7. Missing Field Utility Boxes section and scope split Manual p.70 lists 27 5119; specifications contents p.6; LD1.02 details 17-20; E7.1 detail 8.

Please issue Section 27 5119, which is listed but has no body in the supplied specifications. Identify who furnishes and installs outer field utility/communication boxes, goal-post access boxes, manhole covers and quick-coupler boxes, including supports, concrete backing, drainage connections and turf-covered lids. E7.1 assigns internal electrical components to electrical; confirm the outer-box quantities/models and #32D limits.

8. Concrete anchors and wood nailer allowance Manual pp.26 and 73; L1.1 replacement note 1; LD1.01 detail 19.

Concrete scope includes turf anchors and #32D excludes concrete, but #32D breakdowns group turf anchors with base/drainage. Confirm concrete is excluded from #32D pricing. L1.1 requests a nailer replacement allowance while #32D requests only a $/LF unit price. Provide the allowance quantity or dollar amount for the base bid and define measurement/payment for additional approved replacement.

9. Bullpen turf alternate assembly Manual p.73, #32D Alternate 3; LD1.07 details 7 and 8; Section 32 1123, 3.2.E.

The bullpen alternate shows 6 inches of aggregate while Section 32 1123 requires an 8-inch minimum full profile. Confirm the required base thickness, turf product/pile height, infill and pad requirements for both double bullpens, including mound transition limits. Confirm earthwork and concrete adjustments remain with their respective trades and are coordinated with this alternate.

10. Shock pad at stadium south D-zone and band field Manual p.71; LD1.01 detail 15 and auxiliary/band field details.

LD1.01 detail 15 labels the south D-zone pad optional while #32D includes a stadium pad. Confirm that the pad is included throughout the south D-zone. Auxiliary-only pad notes at the auxiliary/band details otherwise indicate no band-field pad; confirm this interpretation.

DKorcek Text Box Per Common Scope of work BBB. All work shall be in strict accordance with the drawings and specifications, therefore All grading shall be +/-0.02 foot. BP 31 shall meet the grading tolerance as specified in section 32 1123 as applicable per that section

DKorcek Text Box Supply and installation shall be provided per scopes of work. BP 32D shall cut off excess length of pipe provided by BP 31 and connect its storm system to it. Per Bid Clarification 1 BP 32D shall included specification section 33 4615.

DKorcek Text Box Per BP 32D Scope of work, Section 27 5119 is included in 32D. Specification section 27 5119 has been requested from IDS. BP 32D shall furnish and install all items in Section 27 5119 both in turf and outside of turf including complete installation. Electrical Components specified in electrical specifications are provided by BP 26.

DKorcek Text Box Per BP 3 Scope, Concrete curb is furnished for turf areas. BP 32D is responsible for Wood Turf anchor.

DKorcek Text Box RFI will be written

RFI will be written

11. Maintenance equipment Manual p.72, Additional item 3 and stadium breakdown; Section 32 1818, 1.2.A.5, 1.6.B.6 and 3.5.B.

Is maintenance equipment required?

12. Field markings and flag football Section 32 1818, 2.2.C.8.e; LD1.11, LD1.12 and LD1.13.

The flag-football entry is blank. Confirm whether flag-football markings are required; if so, issue colors, widths, dimensions and applicable fields. Confirm the issued graphics sheets define the base-bid markings and provide editable logo/lettering artwork before shop drawing preparation.

13. Testing scope, payer and minimum locations Section 32 1123, 1.3.D-F, 1.5.D and 2.1.C; Section 32 1818, 1.4.E and 1.7; manual p.72.

Please identify who contracts and pays for subgrade/aggregate compaction, permeability, sieve tests and planarity/string checks, because the base sections refer to Owner-selected/provided testing while #32D includes testing. Confirm whether eight base permeability locations and ten turf G-max/HIC locations apply separately to each field, and identify any required warranty-period testing frequency and payer. Confirm HIC applies only to padded areas.

14. Performance acceptance criteria Section 32 1818, 1.7.F-G, 1.8.A.9-10 and 2.2.B.3; Section 32 1123, 2.1.B.

The turf section requires system infiltration greater than 16 inches/hour in testing but greater than 10 inches/hour in product requirements; the aggregate section references 14 inches/hour for the system including stone. Confirm the test method, assembly and governing threshold at each stage.

Also clarify initial padded-field G-max less than 120 versus the 80-165 warranty range and whether/when HIC must be retested during warranty.

15. Permits, inspection fees and delegated design Manual p.14, common scope J-M; p.70 General item 1; p.60 Sitework items 25-27.

Identify the permits, inspection/report requirements and fees specifically assigned to #32D, separate from Owner/sitework permits and the specified product/base testing. Confirm whether any signed/sealed engineering is required from #32D for turf/drainage/box work and identify the required deliverables. Confirm goal-post, net and concrete structural design remain with the assigned trades.

16. Turnover milestones and separate field acceptance Manual schedule pp.219-224; #32D multiple-mobilization requirement p.70.

The schedule lists fall sports beginning August 7, 2027 (TBD), first home game September 2, and stadium substantial completion September 8, with auxiliary substantial completion November 17.

Confirm mandatory playable-field turnover dates, field-specific base access/handoff dates, testing/training deadlines and whether early use initiates each field warranty separately. Identify required temporary protection and access maintained after each turnover.

DKorcek Text Box Per Specification 2.2E Maintenance Equipment shall be included in base bid.

DKorcek Text Box RFI will be written

DKorcek Text Box RFI will be written

DKorcek Text Box RFI will be written

DKorcek Text Box Each Bid Package is responsible for Common scope items as required. BP 32 will be responsible for signed/sealed engineering for their scope of work as per the Construction Documents.

DKorcek

It is acceptable for the warranty to start at the point that the district starts using each specific field; considering that field use start date is before the Substantial completion date of the project.

17. Access protection and fencing responsibility L1.1 replacement notes; manual p.61 Sitework item 43; pp.68-69 fencing scope.

L1.1 assigns track protection and temporary fence removal/reinstallation within the turf replacement notes, while Sitework provides two track crossings. Confirm whether those crossings fulfill #32D requirements and identify who supplies, maintains and removes any additional protection and temporary fence openings needed for turf work.

DKorcek

Supply install and removal of the track protection as identified is by BP 31. Fence removal/reinstall as identified is by BP 32C. Any additional protection necessary to perform the work of this scope is the responsibility of BP 32D. All trades are responsible to protect existing work in place and the work of other trades.
