About this file
This is a Notice to Contractors issued by the Connecticut Department of Transportation on March 27, 2026, announcing enhanced bidding workflow changes for the Bid Express (Bidx.com) electronic bidding platform. The notice applies to all projects advertised on or after April 8, 2026, with a letting date of May 6, 2026 or later. For projects advertised prior to April 8, 2026 but with postponed letting dates beyond April 29, 2026, bidders must submit proposals using the new enhanced format. The key changes eliminate the requirement for installed bidding software, allowing contractors to submit bids from any modern computer using a browser-based interface. The new system introduces an intuitive "Check Bid" error-checking feature and requires bidders to import existing Infotech Digital IDs into their browser and generate a security key upon first use of the new proposal system. No specific response deadlines or project timelines are detailed in this notice, as it serves as an informational update rather than a project solicitation.
Support resources have been prepared by Infotech to assist contractors with the transition, including contractor guides and a knowledge center accessible through Bidx.com. Bidx Support is available Monday through Friday from 7:00 a.m. to 8:00 p.m. Eastern time via phone at (888) 352-2439 option #1 or email at customer.support@bidx.com. Questions regarding bidding and award procedures should be directed to Philip Melchionne at DOTContracts@ct.gov. The Connecticut Department of Transportation emphasizes that the enhanced workflows represent a modernization effort designed to streamline the bidding process and improve accessibility for all contractors.
