About this file

This is a Notice to Contractors issued by the Connecticut Department of Transportation on March 27, 2026, regarding enhanced bidding workflow changes for the Bid Express (Bidx) platform. The notice applies to all projects advertised on or after April 8, 2026, with letting dates on or after May 6, 2026. Projects advertised before April 8, 2026 that are postponed beyond April 29, 2026 will also require use of the new enhanced bidding format. The Connecticut DOT is implementing a modernized, browser-based bidding system that eliminates the need for installed software, allowing bidders to submit proposals from any modern computer, including Macs. Key features of the new system include familiar bid forms with enhanced accessibility and efficiency, an intuitive "Check Bid" error-checking feature that guides users to corrections, and improved user experience through direct browser access without external software dependencies.

Bidders must prepare for the transition by understanding updated security requirements, including importing existing Infotech Digital IDs into their browsers starting with the April 8, 2026 advertising date and creating a security key during first access to proposals in the new system. The Connecticut DOT has provided comprehensive resources through the Bid Express Knowledge Center and Contractor Toolkit to support this transition. Technical support is available through Infotech at (888) 352-2439 option #1 or customer.support@bidx.com Monday through Friday from 7:00 am to 8:00 pm Eastern time. For questions regarding bidding and award procedures specific to Connecticut DOT contracts, bidders should contact Philip Melchionne at DOTContracts@ct.gov.
