(End of provision) *USGS P1 – Proposal Submission Instructions, Evaluation Criteria Proposal submission instructions
All proposals must be submitted by email to the Contracting Officer at jcaravelli@usgs.gov by the closing date and time indicated on the cover page of the solicitation. Late submissions will not be accepted. Hard copies or facsimile transmissions will not be accepted.
Proposals must be submitted as two documents: one technical proposal and one price proposal.
The technical proposal should demonstrate the offerors’ qualifications to perform this work, specifically experience, past performance, and the project work plan. There is no prescribed format for the technical proposal.
The price proposal should have the following components:
· A schedule of labor categories and labor rates. We expect labor rates to be fully loaded.
· A description of the typical crew dispatched for a reconnaissance task.
· Example: “We typically dispatch a two-person crew. One person is X labor category at $Y per hour, and the other person is XX labor category at $YY per hour.”
· A description of the typical crew dispatched for an upgrade task.
· Same example format as above.
· An explanation of any standard corporate markups or other known indirect costs that will either be applied to time and materials reconnaissance tasks or used to develop firm fixed price proposals for upgrade tasks.
· Examples include materials handling, subcontract administration, travel administration, etc.
· Example: “We charge X% as materials handling on any installation supplies we purchase and $Y per person per trip to process employee travel reimbursements for company travel.”
Evaluation criteria We will be evaluating experience, past performance, and the project work plan using the level of confidence assessment rating (LOCAR) method. We will further define the LOCAR for each evaluation factor below, but generally:
· High confidence means the Government has high confidence that the offeror will be successful in performing the contract with little or no Government intervention.
· Some confidence means the Government has some confidence that the offeror will be successful in performing the contract with some Government intervention.
· Low confidence means the Government has low confidence that the offeror will be successful in performing the contract even with Government intervention.
We will be evaluating offerors holistically as teams. The team includes the offeror corporately and the offeror’s proposed key personnel and, if the offeror proposes to use subcontractors, each key subcontractor corporately plus each key subcontractor’s proposed key personnel.
We will award a contract to the offeror judged to represent the best value overall, price and other factors considered, where factors other than price (combined) are significantly more important than price. Evaluation criteria are as follows, listed in declining order of importance:
· Experience
· Past Performance
· Project Work Plan
· Price
Experience is the degree to and frequency with which you have performed similar work before. Recent and relevant experience is preferred. We will evaluate experience as follows:
· The Government has high confidence that the offeror has the necessary experience to successfully perform this contract with little or no Government intervention.
· The Government has some confidence that the offeror has the necessary experience to successfully perform this contract with some Government intervention.
· The Government has low confidence that the offeror has the necessary experience to successfully perform this contract even with Government intervention.
Past Performance is the measure of how well you have performed similar work before. Recent and relevant past performance is preferred. Please submit at least three references with contact information. Additionally, we will utilize the Contractor Performance Assessment Reporting System (CPARS) to the extent data are available and reserve the right to use any other source of past performance information. We will evaluate past performance as follows:
· The Government has high confidence that the offeror’s past performance record indicates the ability to successfully perform this contract with little or no Government intervention.
· The Government has some confidence that the offeror’s past performance record indicates the ability to successfully perform this contract with some Government intervention.
· The Government has low confidence that the offeror’s past performance record indicates the ability to successfully perform this contract even with Government intervention.
· Neutral/Unknown. The offer lacks relevant past performance information.
The project work plan is a narrative description of the offeror’s technical approach to managing a project of this size and complexity. The work plan should include topics such as project staffing/organization, communications, document control, cost control and change management, safety, etc. We will evaluate the work plan as follows:
· The Government has high confidence that the team understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.
· The Government has some confidence that the team understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention.
· The Government has low confidence that the team understands the requirement, proposes a sound approach, and will be successful in performing the contract even with Government intervention.
Regarding price, we will evaluate offerors’ price proposals and compare them to each other to determine whether an offeror is likely to be relatively more or less expensive than other offerors given the proposed labor rates, the typical crews dispatched, and the known corporate markups/indirect costs. Additionally, in conjunction with the past performance evaluation, we reserve the right to inquire about cost control and other general pricing matters on previous projects. We will evaluate price as follows:
· The offeror is likely relatively inexpensive.
· The offeror’s price is likely about average.
· The offeror is likely relatively expensive.

(End of Clause) USGS C4 - Contractor Performance Assessment Reporting System
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
USGS C5 -- Unilateral Deobligation The contractor shall submit all invoices under each task order award no later than ninety (90) calendar days after the period of performance has expired, unless a request for extension has been submitted to, and granted by, the Contracting Officer. After 120 calendar days have passed after the expiration of the period of performance, the Contracting Officer reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
