Questions and Answers (Full Proposal)

1. Please clarify the page limit for the Budget Justification (narrative) – is this to be no more than 2 pages or 5 pages?

The BAA has been amended to increase the page limit for the cost/price budget justification to five pages.

2. Does the “Budget Justification” include the actual pricing?

Yes, the budget justification should include the cost/price information.

3. Section 5.1 of the BAA describes the required Phase I Full Proposal Content. This section does not reference the Proposal & Award Policies & Procedures Guide (PAPPG) nor suggests using it as a guideline. Is there a required, or expected, format for the Project Description section of the Phase I Proposal?

The PAPPG is NSF’s implementation of 2 CFR §200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. This applies to financial assistance solicitations and awards. This Broad Agency Announcement will not result in financial assistance awards. Offerors may use their discretion in formatting the project description of their proposal.

4. Could you confirm that no Current and Pending Support section is required for Phase I submissions to this BAA?

The solicitation does not state that Current and Pending Support is required as part of proposals. That said, NSF reserves the right to request whatever supplemental information is necessary for review.

5. Could you confirm that the Biographical Sketches/Resumes for senior personnel do *not* need to adhere to the format specified in the PAPPG?

Offerors may choose whatever format they prefer when drafting biographical sketches/resumes as part of their proposal.

6. Is there a required format for the Phase I Cost/Price Proposal Budget and Budget Justification?

No.

7. Are large businesses eligible to response to this BAA?

Section 3.3 “Offeror Eligibility” states that this BAA is unrestricted.

8. It is expected that the Phase 1 full proposal contents described in section 5.1.1 through 5.1.6 shall be submitted as a single .pdf document. It is also expected that the document responding to 5.1.7 shall be submitted as a single .xls document. All items in 5.1.1 through 5.1.6 inclusive are in a single PDF document? Each of these items has its own PDF document?

Sections 5.1.1 through 5.1.6 may be submitted as separate documents.

9. Can the letters of collaboration be submitted after the proposal deadline?

No.

10. How should offerors document Principle or Co-Principle Investigators in proposals if they are not employees of the offeror?

Review BAA Section 6.5 “Letters of Collaboration”. Include these staff not directly employed in this proposal section, clearly identifying their role and organization.

11. Is there a minimum level of effort required from the prime like the SBIR awards? If so, what is the requirement and is the calculation the same as SBIR?

The BAA does not identify a minimum level of effort for prime contractors.

12. Is there documentation on what is required for the proposal when working with an FFRDC?

FFDRC’s should be treated the same as partners in proposals.

13. How will costs for firm fixed-price awards be reimbursed (milestone payments, monthly, etc.)?

It’s up to individual companies to determine how they would like to be reimbursed for firm fixed-price projects.
