Questions and Answers

1. Can the application type switched from Grant to a BAA or vice versa between the letter of intent and Phase I application?

The grant opportunity and this BAA are two separate processes.

2. If a proposing team consists of multiple organizations, how many people (total) from the team can participate in the Phase I Accelerator program? (i.e., is there a limit on the number of participants from a team, which could potentially prevent at least one person from one of the team member organization from participating in the Accelerator program?)

The BAA does not limit the number of people on a team who are permitted to participate in a Phase I Accelerator project.

3. Is it possible to get links to the webinars so that I can review any new Q&As?

4. Is it possible to team with a DOE FFRDC, from an eligibility point of view (ie. Small Business as Prime + FFRDC as the sub-recipient)? Alternatively, can a DOE lab be the prime award recipient?

If the DOE lab is a sub-awardee, can they be paid directly by the Government (instead of being paid through the commercial firm)?

You’ll want to confirm the rules with the DOE FFRDC. NSF has no objection to a FFRDC as a subcontractor. In that arrangement, NSF won’t pay the lab directly and the DOE lab will need to ensure that Federal employees are not double paid for their time. NSF is not interested in a FFRDC as a prime contractor.

5. If teaming with DOE FFRDC is not permitted, can we propose a solution/innovation based on technology licensed from the lab (without the lab participation in the proposed team)?

Yes.

6. The current technology is already at high-TRL (TRL-9 for certain applications). Is a high-TRL technology acceptable to this program (or should it be new scientific work)?

The technology you propose is up to you.

7. From the previous awardee list, I see that mostly universities were the award recipients. So, can small businesses like ours can be awarded, without a university partner? Or is it better to have an university partner?

We expect significantly more interest from industry for this opportunity, so I would not necessarily use previous iterations of the convergence accelerator as a guide for this specific opportunity.

8. Is there cost share requirement?

No.
