Summary of RFP #16-26 IT Consulting Services
This is a Request for Proposal issued by New Smyrna Beach Utilities, a political subdivision of the State of Florida, seeking qualified professional firms to provide comprehensive Enterprise Resource Planning (ERP) system replacement services. The scope encompasses full lifecycle support including assessment, RFP development, vendor selection, business process reengineering, solution design, data migration, implementation, training, and support transition, along with design and implementation of an enterprise Security Information and Event Management (SIEM) platform. The RFP requires proposers to demonstrate expertise in replacing Microsoft Dynamics GP with modern cloud-based or hybrid ERP platforms (such as Dynamics 365, NetSuite, SAP, Acumatica, or Infor) and implementing SIEM solutions like Microsoft Sentinel, Splunk, IBM QRadar, or CrowdStrike Falcon LogScale. Sealed electronic proposals are due by August 18, 2026, at 2:30 PM via VendorLink, with a bid opening scheduled for 3:00 PM the same day. The project timeline spans six phases from December 2026 through December 2029, with key milestones including assessment completion by December 31, 2026; RFP and selection by April 30, 2027; design and planning by August 31, 2027; build and migration by April 30, 2028; testing and cutover by February 28, 2029; and transition/closeout by December 31, 2029. The initial contract term is one year with options to renew for up to three additional one-year periods. The contract includes a 120-day hypercare support period following production cutover.
Pricing structure, specific costs, and detailed terms shall be negotiated based on the service provider's proposal response, with unit prices required to remain firm for the initial one-year period and subject to adjustment consideration prior to renewal. The RFP emphasizes strict compliance with Florida cybersecurity standards, NIST Cybersecurity Framework 2.0, the Florida Public Records Act, and data residency requirements mandating that all Commission data remain exclusively within the United States with no offshore access permitted. Proposers must submit completed compliance forms including certifications of drug-free workplace status, non-collusion affidavits, W-9 tax identification forms, vendor applications, questionnaires, and foreign country of concern attestations. Evaluation criteria include proven ERP transformation track record (20 points), demonstrated SIEM design and integration experience (20 points), proposed methodology and project governance (20 points), cost and timeline estimates (15 points), relevant project references (15 points), cultural fit and communication effectiveness (5 points), and completion of required forms (5 points), for a total of 100 evaluation points. The Commission reserves the right to award to the best overall proposal regardless of price, reject all proposals, or make multiple or split awards at its sole discretion.

Any additional information pertaining to this RFP or to the services being sought hereunder obtained in a manner other than as described in the preceding paragraph should be regarded as unofficial.
Commission will not be bound in any way by information so obtained, or by a Proposer’s reliance thereon.
8. COMMUNICATIONS: Any communication between any potential vendor, service provider, bidder, lobbyist or consultant and any commission, staff member or consultant of the Commission regarding this procurement is strictly prohibited from the date on which the solicitation advertisement appears on the Commission website, VendorLink, or newspaper through the date of contract award.
Also, from the date of the filing of any notice of protest of award through resolution for the parties involved in the protest or contract award, whichever is longer. The only exceptions to this are communications with the Commission Material Manager or the Commission designated point of contact. Any violation shall constitute grounds for immediate and permanent disqualification of the offending firm and possible debarment or suspension. At the Commission General Manager/CEO and Director of Finance (CFO)’s sole discretion, it may also serve as grounds for the voiding of any Contract with the violator and/or to temporarily or permanently debarring the violator from future work with the Commission. Submitted proposals which are marked “confidential” (or other similar language) in their entirety or those in which a significant portion of the submitted proposal is marked “confidential” may be deemed non-responsive by NSBU. The NSBU is not obligated to agree with the consultant’s claim of an exemption and, by submitting a proposal, the consultant agrees to be responsible for defending its claim that each and every portion of the separately marked information is exempt from inspection and copying under the Public Records Act. The consultant agrees that it shall protect, defend, and indemnify, including attorney’s fees and costs, the NSBU for any and all claims and litigation (including litigation initiated by the NSBU) arising from or relating to the consultant’s claim that the separately marked portions of its proposal are not subject to disclosure. If the consultant fails to separately mark portions of its proposal or marks its proposal “confidential” (or other similar language) in its entirety, the NSBU is authorized to produce the entire proposal submitted by the consultant in responding to a public records request.
