Project Description Site Planning
Earth System Research Laboratories Global Monitoring Laboratory Mauna Loa, Hawaii Campus
Statement of Justification:
The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) operates the world’s premier year-round long-term atmospheric research facility on Mauna Loa in Hawaii. This is one of NOAA’s four atmospheric baseline observatories worldwide and monitors the composition of air flowing across the Pacific Ocean. The site is an 8-acre parcel of land, owned by NOAA, that hosts both NOAA-science and numerous complementary research projects from universities, federal agencies, and foreign research groups.
GML is planning several renovation projects and facility upgrades to the scientific tower, Keeling Building, and smaller facilities adjacent to the Keeling Building. The Keeling Building is eligible for the National Register of Historic Places, however has not been registered, and is currently used for scientific observations and operations. The 1950’s-era facility needs upgrades to the electrical, plumbing, and layout to meet modern safety standards, as well as repairs to keep the building functional for its ongoing scientific purpose. The 40-m walkup scientific tower is planning to be replaced with a similar tower, and the small facilities will be upgraded to increase site safety and better support existing science projects.
To make a construction contract award in FY21 for the facility improvements at MLO, NOAA/GML requires drawings to produce construction level documents to be used in the procurement.
Mission:
Mauna Loa Site Information:
Site Location: Mauna Loa Observatory, Hawaii Site Latitude/Longitude: 40.1240°N / 105.2368°W
The Mauna Loa Atmospheric Baseline Observatory (MLO) is located on the north slope of the Mauna Loa Volcano, about 5.8 miles from the crater, or caldera, and about 2.3 miles from the boundary of Volcanoes National Park. The site is approximately 11,135 ft. above sea level on a barren lava flow of the a’a type, having irregular surfaces with loose, rough surface material.
MLO is a campus composed of many small buildings and sheds housing atmospheric sampling instruments, a walkup scientific tower, and several communications antennae. Anchoring the science on the site are the two larger buildings: the Keeling Building, and the NDACC Building. The Keeling Building was constructed in 1956, being the oldest structure at the site, and NDACC in 1997. The site is accessed by an ~18-mile paved road that branches off the Saddle Road and winds its way up the mountain. It is slightly over an hour drive from Hilo or Kona. Just past the termination of the road at the MLO site’s access gate is an unpaved parking lot and the trailhead for a recreational trail that leads to the volcano’s caldera. Much of the site was disturbed to create a lava diversion berm upslope of the observatory to protect the site from minor lava flows and/or provide enough time for observatory staff to escape an active lava flow.
The Keeling Building, at over sixty (60) year old, is a single-story block structure with an A-frame wood truss roof system clad with a vented corrugated metal deck. Due to the age of the Keeling building and significance of the science that it represents, NOAA has determined that the original cinder block constructed building is likely eligible for the national historical register. However, it has not been listed as such. The building has a number of identified code compliance improvements needed. For example, the interior of the Keeling building currently has a conflict between active plumbing located below an electrical breaker panel. New electrical circuits are also needed within the Keeling building to support ongoing science. In addition, the original, legacy power feed to the site needs to be discontinued and remediated. All new construction work at the site will meet current code requirements.
NOAA is developing a scope of work and bid package to advertise for the construction work (repairs and additions) required at the MLO site. In order to accurately define the project for potential bidders, a set of construction level documents are to be developed and submitted as the deliverable for this effort.
The scope of services shall include all the details necessary for a potential Contractor to understand NOAA’s desired facility needs. The deliverables should include a complete set of Site Civil, Architectural, Structural, Mechanical, Electrical, Plumbing, and Fire Protection Plans for the proposed construction Work. The drawings from the procurement shall NOT be stamped and sealed. The Contractor who is awarded the construction contract for the Work (separate contract from this procurement effort) will be responsible for issuing the final set of drawings and ensuring they are stamped and sealed for construction and permitting.
Note: A minimal amount of structural, mechanical and fire protection Work is anticipated as part of this effort but shall be included due to the demolition and modifications of existing structures as well the integration of existing facilities required by the Work. These requirements must be documented as a deliverable to be used by the construction contractor on the final drawings permit issue set.
The construction level documents will be based on the draft layouts provided by NOAA that illustrate floor plans and a master plan layout for all of the facilities improvements on the campus. In addition, electrical distribution and grounding studies have been performed by a separate contracting effort along with a 40-meter science tower conditions assessment and recommendations for improvements. The results from both of these studies shall be included into the site drawings and all necessary repairs and/or construction based on these recommendations must be accounted for in the deliverables.
