Subject: Request for Lease Proposal #NRCS-WV-14-001

To: All Potential Offers

Thank you for your interest in the United States Department of Agriculture (USDA)/Natural Resources Conservation Service (NRCS) solicitation for office space in the Keyser, West Virginia (Mineral County) area. This competitive process will consist of the following six basic steps.

Step 1; Submission of initial offers/proposals Step 2; USDA/NRCS review of initial offers, site visits if required, discussions and clarification with offers Step 3; USDA/NRCS provides written evaluation to each responsive offeror with required build-out actions or other requirements Step 4; Request for and submission of Revised Proposals Step 5; USDA/NRCS negotiates with responsive offerors in the competitive range and requests Final Proposal Revisions/Best & Final Offer Step 6; Evaluation and Award

For offers of existing or new construction, your initial proposal should contain a basic floor plan demonstrating how you intend to meet the space requirements in the Request for Lease Proposal (RLP).

Multiple proposals are encouraged.

All questions and responses should be sent to the USDA/NRCS West Virginia State Office Real Property Leasing Officer (RPLO), Jeffery D. Lewis in writing and preferably by email to Jeff.Lewis@wv.usda.gov.

Thank you for your time and consideration on this issue.

Sincerely, Jeffery D. Lewis Real Property Leasing Officer
