SUBJECT:
AMENDMENT NO. 5
REQUEST FOR QUOTATION (RFQ) NO. NRC-30-08-539 ENTITLED, “U.S. NRC Region III Private Branch Exchange (PBX) Upgrade”
Question and Answers for Solicitation NRC-30-08-539
AMENDMENT NO. 5
- The Solicitation is revised to reflect the changes shown below.
1) With regards to FIPS 140-2 validated encryption. Is this the only encryption algorithm that is acceptable to the NRC? If it will be supported in a future release of the product to be proposed is this acceptable? Within the next 6 ~ 12 months say?
NRC Response: YES to all.
2) Telecommunication vendor software or recommended software will provide DHCP licensing-require IP addresses since this will not mix with the data network.
Clarification is still required as amendment 2 did not fully answer the question.
In Normal circumstances the customer always provides for the DHCP server to maintain network integrity and security as the customer owns there I/P schema.
Are you asking us to provide for the physical DHCP Server and software and maintain same?
NRC Response: Yes the vendor will have to provide the IP address scheme since the voice traffic will not touch the existing data network. The vendor will have to supply however they propose IP addressing for the equipment that they supply in their bid proposal.
3) You ask for a Blast/Broadcast Dialer. Are you looking for any other method of communications: Audio, SMS, Email, Visual? Are you looking to broadcast to external numbers?
NRC Response: Other method of communication would be great but not requested in the SOW. The NRC requires broadcasting to external numbers.
4) In question # 27 of amendment 3. On the blast/broadcast dialing Is the NRC planning on playing an announcement recording to the called parties or is this a method of live conversation with the called parties. How does the NRC want to start (or trigger)this broadcast.
NRC Response: Broadcast announcement
5) In # 28 of amendment 3.
The question was asked “what is the connectivity between regional sites”. (it should have been between NRC Lisle & the regional sites)
The NRC answer was MPLS DS1. If this is true, it would require terminating 16 point to point DS1 circuits on the IPPBX if they are voice DS1’s, (or on a very large Router if they are IP DS1’s)
NRC Response: Since the voice can not touch the data and the remote sites are only wired for Cat3 cabling the NRC would have to purchase a different media to connect the remote sites to the Regional Office.
6) Just one other thing worth mentioning. Without a tie between the voice mail and NRC’s data network the functionality of the unified messaging is going to be reduced. It will still work but NRC will need to provide an addressable static IP for the voice mail.
NRC Response: This will be done at a later date after the NRC goes through all of their internal security and accreditation.
7) Ability to blast/broadcast dial to a set list not to exceed 240 recipients. Can you define further I.E.
Require Broadcast message to Voice mail or
Require Recorded Broadcast to the speaker on the set or
Require set to ring and when answered Broadcast message is played NRC Response: Broadcast to a set list of numbers internal and external.
Note: This Amendment No. 5 does not change the proposal due date set forth in Block 9 of the SF1449 Solicitation Page. Block 8 states that all proposals are due on August 22, 2008 at COB EST.
