About this file

This is a specification document for chip seal aggregate materials to be used in a pavement surface treatment project at North Cascades National Park (NOCA). The specification requires contractors to submit aggregate samples (80 pounds) and density certifications at least 30 days before material placement. Aggregate must consist of hard, durable particles from crushed gravel, crushed stone, crushed slag, or lightweight aggregates, with only one aggregate type permitted per surface treatment. The specification offers two conformance pathways: FHWA Type B and C standards or Washington Department of Transportation (WSDOT) Bituminous Surface Treatment (BST) specifications for either 1/2" - No. 4 (Type B) or 3/8" - No. 4 (Type C) chip seal types.

Material requirements include specific gradation ranges per sieve size, with clay lumps and friable particles limited to 1.0 percent maximum, flat and elongated particles at 10 percent maximum, and fractured faces at 90 percent minimum (or at least two fractured faces under WSDOT standards). Los Angeles abrasion values must not exceed 40 percent for FHWA compliance or 35 percent for WSDOT compliance. Soundness testing using sodium sulfate (5 cycles) is limited to 12 percent maximum loss. Estimated aggregate quantities range from 24-28 pounds per square yard for Type C to 29-33 pounds per square yard for Type B, with corrections required if bulk specific gravity deviates significantly from the standard 2.65 value. Allowable deviations from target gradation values are specified in Table 3, with tolerances ranging from ±2 to ±7 percent depending on the percent passing range.

CHIP SEAL AGGREGATE

Composition. Submit the following for approval at least 30 days before placement:

(a) Aggregate samples. 80 pounds from the material produced for the project, the gradation range represented, and the proposed target value for each sieve size.

(b) Density. The density of the aggregate according to AASHTO T 19, shoveling procedure.

(1) See Table 2 for aggregate gradations.

(2) Aggregate masses are for aggregates having a bulk specific gravity of 2.65, as determined by AASHTO T 84 and AASHTO T 85. Make proportionate corrections if the aggregate provided has a bulk specific gravity above 2.75 or below 2.55.

Aggregate.

Provide hard durable particles or fragments of crushed gravel, crushed stone, crushed slag, or lightweight aggregates. Use only one type of aggregate on the surface treatment. Use either material specification below.

Conform to the following FHWA Type B and C or conform to current Washington Department of Transportation (WSDOT) material specifications for Bituminous Surface Treatment (BST) 1/2” - No. 4 for Chip Seal Type B and WSDOT BST 3/8” - No. 4 for Chip Seal Type C:
