SUBJECT: Projects NP SER PMS FY24(1), NP SER PMS FY24(2) and NP SER PMS FY24(3) – Pavement Recommendations
TO MESSAGE/COMMENT FROM/DATE
R. Satasiya Project Manager
A.
Feleke Highway Design Manager
This memorandum serves to support the PS&E development for three projects. The projects consist of pavement preservation for several roadways and parking areas as follows:
NP SER PMS FY24(1)
Canaveral National Seashore (CANA) in Florida
NP SER PMS FY24(2)
Castillo de San Marcos National Monument (CASA) in Florida
Fort Matanzas National Monument (FOMA) in Florida
Fort Caroline National Memorial (FOCA) in Florida
Timucuan Ecological & Historic Preserve (TIMU) in Florida
NP SER PMS FY24(3)
Fort Frederica National Monument (FOFR) in Georgia
Fort Pulaski National Monument (FOPU) in Georgia
Fort Sumter National Historical Park (FOSU) in South Carolina)
The recommendations are based on findings from the field assessment performed by Eastern Federal Lands Highway Division (EFLHD) Pavements Team and the most recent Road Inventory Program (RIP) data and Pavement Management System (PMS) data at the time of developing this memorandum.
BACKGROUND
The EFLHD RIP last collected the pavement condition data in CANA, CASA, FOMA, FOCA, TIMU, FOFR, FOPU, and FOSU as part of their Cycle 6 (C6) using the Data Collection Vehicle (DCV) for the majority of the roadways while condition data for parking areas and some roadways were manually collected. Location Maps for the routes collected in C6 are included in Appendix A. Based on C6 RIP data collected between 2019 and 2021 and the Highway Pavement Management Application (HPMA) data, the 2023 predicted Pavement Condition Ratings (PCRs) for roadways and parking areas were determined as follows:
Canaveral National Seashore (CANA) o A total of 42 routes consisting of roads and parking areas were scoped.
o Pavement conditions for roadways typically ranged from fair (PCR of
75.5) to good (PCR of 85.8).
o PCRs for parking areas showed fair condition (PCR from 63.6 to 77.4).
Two parking areas were determined to be in poor condition with a predicted PCR of 47.2.

Appendix B includes the C6 RIP Road Condition Summary Report and HPMA Predicted Values for 2023 for the roadways and parking areas within the Parks visited.
The Pavements Team conducted a condition survey based on visual inspection from July 10th to July 13th, 2023, of all roadways and parking areas within the project scope to assess the existing pavement conditions and determine the feasibility of pavement preservation treatments. Multiple roadways and parking areas were confirmed to be in fair to excellent conditions, however there were pavements in poor condition with distresses higher in severity and frequency. Below is a summary describing the typical pavement conditions for each park within the project along with respective photographs.

CANA
A total of 42 routes consisting of roads and parking areas were scoped by the Pavements Team. 40 out of the 42 routes were confirmed to be in good to fair condition exhibiting edge cracking (Figure 1), transverse cracking (Figure 2), block cracking (Figure 3 and Figure 4), longitudinal cracking, and rutting. Two parking areas, AD Parking # 7 (CANA- 0937) and AD Parking # 9 (CANA-0939) were observed to be in poor condition with block cracking present on most of the surface and edge cracking. It’s our understanding that a portion of Playalinda Access Road (CANA-0300) is planned to have a mill and overlay in FY24, about 50 feet east of the railroad to the east corner of the fee booth due to shoving (Figure 5).
A total of eight locations, including the two parking areas mentioned above, were observed to be beyond preservation. Due to the severity of the distresses, a heavier pavement preservation treatment is warranted to extend the pavement life but won’t increase the structural capacity to address pavement condition needs. In agreement with NPS, the table below shows the locations that will need heavier preservation treatments with additional remarks.

PAVEMENT RECOMMENDATIONS
The Pavements Team evaluated all routes within CANA, CASA, FOMA, FOCA, TIMU, FOFR, FOPU, and FOSU based on the visual assessment of the existing pavement conditions, predicted data using HPMA, the pavement management system, and C6 RIP for validation, to determine routes that are candidates for preservations.
Most of the assessed routes will benefit from pavement preservation treatments. However, approximately 22% of the total number of roadways and parking areas within the parks scoped are exhibiting conditions that might not benefit much from applying pavement preservation treatment. These routes have either received a pavement treatment recently or exhibit moderate to high severity distresses that deem them beyond preservation and warrant rehabilitation treatments.
In agreement with NPS, routes that were deemed beyond preservation but requested to be considered will require a heavier preservation treatment. For park units in GA and SC, we recommend for these routes (roads and parking areas) to receive a SAMI (Stress Absorbing Membrane Interlayer, consisting of chip seal followed by a thin overlay). For the park units in FL, the roads that are identified for a heavier treatment should receive a Cape Seal (consisting of chip seal followed by microsurfacing) while the parking areas should receive SAMI consisting of chip seal followed by 1.125-inches of the 9.5 mm mixture. These treatments are expected to extend the pavement life but won’t increase the structural capacity to address pavement condition needs. Spot reconstruction (i.e., patching) and crack sealing/filling are recommended prior to placing the preservation treatments.

Florida Sites (CANA, CASA, FOMA, FOCA, and TIMU)
In the case of the Florida sites, per FDOT’s State Materials Engineer, FDOT has developmental specifications for 4.75mm mixtures that are not commonly used thus the mixtures are not common in Florida. Therefore, most asphalt producers may not have mix designs readily available. Also, FDOT specifications allow 9.5mm mixtures to be placed at a compacted thickness of 1.0 to 1.5 inches that have performed well at this thickness range. FDOT 9.5mm mixtures consist primarily of fine aggregates and are all design as fine-graded mixtures meaning the job mix formula (gradation) will run above the primary control sieve.
Provided this information, the following treatment alternatives are recommended for the park units in FL:
For roads in good or better conditions, microsurfacing will still be recommended.
For roads that are beyond pavement preservation, cape seal (chip seal followed by microsurfacing) or a SAMI (chip seal followed by 1.125-inch overlay with a 9.5mm mix) can be used.
For parking areas that are in good or better conditions, we propose either 9.5 mm mixture for all parking areas or microsurfacing for large parking areas accessible by equipment and 9.5 mm mix on small parking areas. It is important to mention that it was assumed that large parking areas are sites with more than 10,000 sq ft.
Taking that into consideration, about a third of the Florida parking lots are considered large. We identified that placing the 9.5mm mixture (placed at 1.125-inches) as opposed to the 4.75mm (placed at 0.75-inch) that we typically recommend for parking areas will result in an additional approximately 1,400 tons of asphalt concrete. This number reflects a difference of 33% in added costs incurred if we consider using a 9.5mm mix on all parking areas. In the case of using microsurfacing for large parking areas, the cost difference is approximately 10% less in comparison of the original 4.75mm. However, it is important to mention that using a 9.5mm mix will extend the pavement life for up to 10 years, in comparison to microsurfacing which is expected to extend it for 5 to 7 years.
For parking areas or roads that are beyond preservation, a SAMI can be used.
Roads that are connected to parking areas with no barriers should receive the same treatment as parking areas to ensure a feasible and smoother transition in grade.

The following pavement preservation strategies are recommended as per the FP-24 Specifications, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”:
AC Overlay (1.125 inches) – an AC overlay (9.5 mm NMSA) for parking lots is recommended. For parking areas where a curb exists, taper milling will be needed to maintain the existing curb reveal. Tack coat must be applied to the surface prior to placement of the overlay. Crack sealing and filling, if required, should be applied as described below.
Microsurfacing Type 2 – Micro-surfacing is the recommended option for roads and large parking lots, if the NPS agrees. In this case, 1.125-inch-thick overlay of
9.5 mm mixture will be used only for small parking lots and adjacent roads connected to these parking areas with no barriers.
Cape Seal - Apply a Chip Seal (Type 1C) on the existing pavement surface prior to placing a Microsurfacing treatment for roads that were identified as beyond preservation.
SAMI – Apply a Chip Seal (Type 1C) on the existing pavement surface prior to placing an AC Overlay (9.5 mm NMSA at 1.125-inch depth) treatment for parking areas that will need a heavier preservation treatment. Adjust emulsion application rates to fill any necessary cracks prior placing the overlay.

Georgia and South Carolina Sites (FOFR, FOPU, FOSU)
Based on the existing pavement conditions of roads and parking areas, micro-surfacing, and thin-lift asphalt concrete (AC) overlay (¾ inch) are feasible preservation treatments for the routes and parking lots within the scope of work for the sites in the states of Georgia and South Carolina. The following pavement preservation strategies are recommended as per the FP-24 Specifications, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”:
Microsurfacing Type 2 – Microsurfacing is recommended for roads and large parking lots, or parking lots adjacent to roadways without a median/barrier.
Thin-lift AC Overlay (¾ inch) – a Thin-lift AC overlay (4.75 mm NMSA) placed at ¾ inch depth for small parking lots and short roads with tight curves is recommended. For roads and parking areas where a curb exists, taper milling will be needed to maintain the existing curb reveal. Tack coat must be applied to the surface prior to placement of the overlay. Crack sealing and filling, if required, should be applied as described below.
SAMI – Apply a Chip Seal (Type 1C) on the existing pavement surface prior to placing a Thin-lift AC Overlay (3/4” depth, 4.75 mm NMSA) treatment for routes and parking areas that will need a heavier preservation treatment. Adjust emulsion application rates to fill any necessary cracks prior placing the thin-lift overlay.
In general, for the park units in FL, GA and SC, existing pavements may require the following repairs prior to placing the proposed preservation treatments:
Perform a Full Depth Patch (FDP Type 2) as necessary, in areas exhibiting fatigue cracking, settlement, and/or potholes. Such areas should be identified by the CO. Patch areas should be performed in accordance with Section 418.
Perform Crack Sealing and Filling at least a week prior to placing the Thin-lift overlay preservation treatment. Crack sealing (crack width ¼-inch to less than -inch) and filling (crack width greater than 1-inch) should be performed in accordance with Section 414. It is recommended to have as much time as possible, typically 6 to 12 months or one season per industry practice, between the crack sealing operation and a hot surface treatment application. That time will allow for the crack sealant to set into the cracks and cure under vehicular traffic. This will also prevent too much sealant under the surface treatment resulting in better performance. If crack sealing occurs prior to 6 months from the preservation treatment application, it is recommended to use a recessed configuration by applying the sealant so that it sets below the surface. This reduces the risk of the sealant melting and potentially bubbling back through the subsequent hot surface treatment applications.
