I. INTRODUCTION
1. General
This report presents the findings and recommendations for Project NP-NATR 3E16, 3F25.
The project scope mainly consists of resurfacing and rehabilitation maintenance of the parkway mainline along with rehabilitation of parking areas, access roads and ramps within the project limits. The project is located in the Natchez Trace National Park in Pontotoc and Chickasaw Counties, Mississippi. A Project Location Map is presented in Appendix A.
2. Project Description
The Natchez Trace Parkway is a 444-mile recreational road and scenic drive through three states. The parkway mainly consists of a 2-lane (11-foot lanes), two-way, asphalt concrete pavement (ACP) with various parking/pull-offs. Project NP-NATR 3E16, 3F25 consists of pavement rehabilitation of Sections 3E and 3F located in Pontotoc and Chickasaw Counties.
The project begins near milepost (MP) 239 at the intersection with Route 0146 (DA SR 32 Access Rd) and ends at MP 251. The scope of pavement work includes ACP overlay, mill and fill, wedge and leveling, shoulder widening, and spot patching. Milling will be required at bridges and parking/pull-off areas to maintain a 6-inch curb reveal. Parking areas including Chickasaw Agency (Rte 0962), Hernando Desoto (Rte 0963) Monroe Mission (Rte 0964) and Tockshish (Rte 0965) are considered for rehabilitation. The project also includes other miscellaneous work.
3. Project Purpose-and-Need
The general Purpose-and-Need for this project is to provide preventive maintenance to extend the useful life of the asphalt pavement until a more invasive rehabilitation the project can be funded and constructed. It is our understanding that some sections of the parkway within the project limits are subject of constant repair mainly due to subgrade movement.
Poor subgrade conditions including in-situ highly plastic soils are contributing to heaving and settling, along with longitudinal and fatigue cracking. Wedge and level layers have subsequently been incorporated to correct settling areas. While a heavier treatment is highly warranted in order to provide a more sustainable and cost-effective structure, it is our understanding that heavy rehabilitation (H3R) or reconstruction (4R) are beyond the scope of this project as programmed. Recommendations provided herein will result in a shorter performance period. Therefore, it is recommended that a more substantial rehabilitation be planned in the near future.
II. PROCEDURES AND RESULTS
1. Pavement Condition Survey
The Eastern Federal Lands Highway Division (EFLHD), Road Inventory Program (RIP), last collected the pavement condition data along Sections 3E and 3F in 2018 as part of Cycle 6 (C6) with the Data Collection Vehicle (DCV). At the time of the data collection, the pavement along the alignment was assigned a Pavement Condition Rating (PCR) of 92 which indicated “good” roadway conditions. Refer to the NATR Cycle 6 DCV rating in Appendix B for further details.
The pavement conditions were assessed during the scoping site visit in 2019. Based on the conditions observed during scoping, the existing pavement surface was observed to be in fair to good condition, exhibiting low to medium severity longitudinal, transverse and block cracking. Edge cracking was also observed. The parking areas along the mainline were observed to be in poor condition and the access roads were in fair condition.
The pavement conditions were also assessed by the construction engineers in April 2021 providing detailed measurements of areas damaged due subgrade movement.
Pavement cores were also obtained during the subsurface exploration performed in February 2021 to evaluate pavement condition and determine layer thicknesses along the mainline and parking areas. The Pavement Coring Logs are included in Appendix C.
2. Traffic Speed Deflectometer (TSD) Testing
Non-destructive pavement testing using the TSD was conducted in 2019 along the entire parkway to evaluate the pavement structural capacity as part of a pilot project. Ground Penetrating Radar (GPR) was used in August 2021 to determine the pavement layer thickness for use in the back calculation of the effective structural number (SNeff) for the pavement section. Preliminary analysis, at mile intervals, indicated SNeff values for this section of the parkway that ranged from 2.2 to 4.8 with a mean value of 3.1. The lowest SNeff values were encountered at the northernmost section of the project limits.
3. Subsurface Exploration and Subgrade Characterization
EFLHD’s Subsurface Exploration Team drilled a total of 15 soil borings (PV20-01 through PV20-15) in February 2021. A total of 12 soil borings were drilled along the mainline and 3 soil borings at the parking areas Rte 0963, Rte 0964 and Rte 0965. The soil borings were drilled to a depth of 5 feet below the existing grade to characterize the subgrade and advanced using a model CME 45 rotary drill rig. Standard Penetration Tests (SPT) were performed using a 2 ¼-inch (outer diameter) split-spoon sampler in accordance with AASHTO T-206. The Boring Logs are included in Appendix D.
Representative portions of the SPT soil samples were placed into glass jars, labeled, and transported to the EFLHD Materials Testing Laboratory in Sevierville, TN for testing and storage. Laboratory testing of selected soil samples included Grain Size Distribution of Fine and Coarse Aggregates (AASHTO T-27), Materials finer than No. 200 Sieve in Mineral Aggregates by washing (AASHTO T11), Liquid Limit, Plastic Limit (AASHTO T-89, AASHTO T-90), moisture content (AASHTO T-265), Soil Classification (AASHTO M145 and ASTM D2487), Determination of Organic Content in Soils by Loss on Ignition (AASHTO T-267), California Bearing Ratio (AASHTO T-193), and standard proctor (AASHTO T-99). Laboratory test results are summarized in Table 1. Refer to Appendix E for comprehensive results of the laboratory testing.
3. Findings
The existing ACP ranges from 7.0 to 18.0 inches in the mainline and 6.75 to 8.5 inches in the parking areas. In general, the pavement asphalt cores showed stripping and loss of bond between the asphalt layers. Based on the soil borings, the existing aggregate base thickness ranges from approximately 0 to 5.75 inches.
The soil borings drilled encountered predominantly Clayey SAND and Sandy Fat CLAY based on lab testing results. N-values recorded in the Clayey SAND layers ranged from 7 to 26 blows per foot (bpf) indicating loose to medium dense relative density and N-values recorded in the Sandy Fat CLAY layers ranged from weight-of-hammer to 26 bpf indicating very soft to very stiff consistency.
Red-brown Sandy Fat CLAY and gray-brown Elastic SILT (A-7-6(21) and A-7-5(36)) with organic content ranging from 2.8% to 4.6% were encountered in most of the borings below the ACP and/or the Clayey SAND fill. Based on laboratory testing, this clay and/or silt material has a Moisture Content (MC) ranging from 20.5% to 38.6% with a Liquid Limit (LL) ranging from 31% to 89% and Plasticity Index (PI) ranging from 11% to 39%.
The soil strength was tested from three samples collected at the parking areas 0963, 0964 and 0965. The California Bearing Ratio (CBR) were 8%, 4% and 3%, respectively.

III. RECOMMENDATIONS
The following pavement recommendations are based on the existing pavement conditions at the time of the field investigation. The recommendations included herein reference the FP- 14, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects” (FP-14 Specifications).
Based on the C6 RIP data, the observed existing pavement conditions, the pavement cores and subsurface investigation, we recommend a pavement preservation treatment along the parkway mainline, ramps and access roads consisting of placing 1⅜-inch asphalt overlay over the existing surface in accordance with Table 2. Prior to placing the asphalt overlay, cracks wider than ½-inch should be cleaned and sealed. It is estimated that a total of 15,000 linear feet of crack sealing will be needed. Crack sealing should be performed in accordance with Section 414.
Asphalt wedge and level course is recommended in areas of localized rutting as directed by the CO as outlined in Table 3. Areas identified as showing delamination should be milled to remove the existing wedge and level course. Prior to placing the ACP overlay, these areas, along with those identified as settling, should be corrected with a wedge and level course.
Areas that experienced severe damage due to subgrade movement were identified and measured during the most recent inspection by EFLHD construction engineers in April 2021.
Typically, these areas warrant a H3R/4R type treatment to provide a more sustainable and cost-effective repair. However, these areas will be addressed per the current project scope.
Areas exhibiting severe cracks and settlement can be addressed by performing a 3-inche mill and fill or full depth patch (FDP, Type 1) prior to placing the surface course. Tables 4 and 5 provide the repair recommendations for the 3-inch mill and fill and FDP, Type 1, respectively.
The parking areas (Chickasaw Agency (Rte 0962), Hernando Desoto (Rte 0963), Monroe Mission (Rte 0964), and Tockshish (Rte 0965)) should be rehabilitated by placing 11/2-inch ACP overlay on the existing pavement as outlined in Table 6. Taper milling should be performed adjacent to existing curb to maintain a 6-inch curb reveal.
For areas identified as requiring FDP, Type 1, unsuitable material, if encountered upon removing the existing asphalt pavement and aggregate base, should be sub-excavated to a minimum depth of 24-inches according to the CO. The sub-excavated area should be covered with geotextile, Class 2, Type E, and backfilled with unclassified borrow prior to placement of the aggregate base course as outlined in Table 6.
