GUARDIANS OF THE HIGH FRONTIER
DEPARTMENT OF THE AIR FORCE
45TH SPACE WING (AFSPC)
Statement of Work and Description of Services for Fumigation of Facility 74074, Naval Ordnance Test Unit (NOTU) HQ Building, on Cape
Canaveral Air Force Station (CCAFS) 3/05/2018
Target Pest: Drywood termites
Treatment: Fumigation shall occur with a gas fumigant that meets EPA, state of Florida and U.S. Air
Force requirements. Fumigant gas and any other gases, hazardous materials, or chemicals used in this process are required to be approved by the U.S. Air Force (contacts for work occurring at CCAFS are listed within this document). See section below “Point of Contacts and Coordination Requirements” for U.S. Air Force and NOTU POC’s and contact information. The fumigant gas that is planned to be used, must be submitted to the U.S. Air Force no later than 10 days after contract award (contacts listed below within: “Point of Contacts and Coordination Requirements”). It is understood that the actual on-site work of tenting for termites typically takes approximately 3 days from start of the tenting (after inspection of facility) to the aeration, testing and clearing process.
Justification For Treatment: The building has presented with swarms of Drywood termite reproductives this season as in the past, presenting evidence of infestation.
Facility, Location, Schedule and Timeline: The building with the evidence of infestation is Facility Number 74074, the Naval Ordnance Test Unit Headquarters (NOTU HQ), secure facility, located at the following mailing address (physical address listed below) (note this is government property, a government facility, on a federal installation, U.S.A.F. Base):
Naval Ordnance Test Unit PO Box 1623 Cape Canaveral, FL 32920-1623
Physical address:
Naval Ordnance Test Unit 14640 Hangar Rd Bldg 74074 Pier Road Cape Canaveral AFS, FL 32920
Naval Ordnance Test Unit Bldg 74074 Pier Road Cape Canaveral AFS, FL 32920
This facility includes approximately 29,215 sf and approximately 480,000 cubic footage. This facility is a secure facility, with very strict requirements on sensitive, classified and secure information. The facility is occupied by approximately 150 occupants. Due to the nature of this facility, building occupant requires weekend work, for when contractor is to mobilize and execute work. Required weekend work and after normal business operating hours work (normal business operating hours are Monday through Friday from 0630 - 1700). Required schedule for any on site work and termite tenting would be weekends and/or holiday work so as not to interfere with normal required duty operations. The 2018
Federal Government observed holidays are listed below, in section “Submittals/Submissions”.
Scheduling submission, of the contractors preferred days and/or timeline on plans to perform work at facility is required to be done in writing (can be done through email). Contractor must get approval on the days that work will occur from the POC’s (or U.S.A.F. determined alternatives) listed below under section “Point of Contacts and Coordination Requirements”. Specifically this approval on schedule and timeline shall be coordinated by the contractor to the U.S.A.F. Project Manager/Engineer, the NOTU Facility Manager and the Air Force Contracting POC. This written notification or email to start the process for scheduling shall be sent by the contractor no later than 10 days after contract award. The reason for this is partially to allow time for building occupant scheduling and concurrence. This is also to ensure there is adequate time for building occupant to complete the required building preparation work.
It is understood that fumigation will require a total of three days’ simultaneous work for completion
(three back to back days). Facility is a single story building. Underground of the building, there are no additional floors, however, there does exist electrical and plumbing under the building. The map of the area, the general floor plan and dimensions of the facility are attached in attachment number 1, titled
“Attachment 1 Facility 74074 Information”. Approximate exterior dimensions of the facility are L208’8” x W140’0” x H16’6”. Approximate exterior dimension of the building height is 19' 5" including cable antenna and lightning deterrent/protection portions of the building. The lightning protection and cable antenna portions will be removed by U.S.A.F and NOTU personnel prior to the walk-through inspection, the on-site work and termite tenting starting. Photos of front elevation, as well as photos of roof/lightning protection system and other salient characteristics are provided with a brief description in attachment number 2, titled “Attachment 2 Photos Facility 74074 Termite Tenting Fumigation”.
Attachments: There are 7 attachments to this SOW, these are considered to be part of the SOW and contract.
Pre-Performance Conference: A Pre-Performance Conference meeting shall be scheduled by 45CONS no later than 14 days after contract award (note, in attachments this may be referenced as a Meeting of Mutual Understanding or MOMU). This Pre-Performance Conference meeting will review and discuss requirements within this document and all attachments to ensure there is a mutual understanding of requirements, schedule, work to be performed and proper communication, prior to scheduled chemical fumigation application date. This also helps ensure all measures and concerns are clear to ensure proper treatment and precautions from all involved, including the contractor, NOTU and Air Force.
Point of Contacts and Coordination Requirements: See this document in its entirety for more information on requirements and coordination required by the contractor. See the three attachments (attachments number 3, 4 and 5) titled: “Attachment 3 Customer Duties Instruction Document &

Process and Requirements: Based on Air Force Required Guidelines and Instructions, including but not limited to AFI32-1053, all prospective contractors are required to send proof that all their personnel have current state pesticide applicator certifications for the types of operations specified in this document and attachments. This shall be done prior to treatment and to starting work described in this document or any related work for termite tenting and on-site preparation work. Only state licensed pesticide applicator(s) will apply pesticides and a copy of that license shall be given to the Pest Management office, U.S.A.F. Pest Management Lead listed above. Every applicator is liable by their license to ensure safety and health concerns are addressed before use. These are required to be submitted to the Air Force no later than 10 days after contract award. These should be submitted to the U.S.A.F. Contracting POC and U.S.A.F. Pest Management Lead listed above, (which are then to be reviewed and routed by those POC’s through required chains in the Air Force for proper review and approval as required). See “Submittals/Submissions” section below for more details on timelines for all submissions.
Fumigation shall occur with a gas fumigant that meets EPA, state of Florida and U.S. Air Force requirements. The products typically approved and used for this type of work for fumigant gases are colorless and odorless gases which occur in nature, and typically once released, dissipate harmlessly back into the atmosphere. Any products planned to be used are required to be approved by the U.S.A.F.
POC’s, who are required to review all materials and products being used. The contractor shall contact the U.S.A.F. 45 CES/CEIE Hazardous Materials Program Manager, Arthur Lorenz, required to review hazardous materials and authorization procedures. The contractor shall also contact the U.S.A.F. Pest Management Lead for CCAFS and Patrick Air Force Base (PAFB), acting U.S.A.F. QAE, Aaron Pass required to review all submissions. POC’s are required to review certifications of applicators for fumigant gas and any other applicators for chemical, gases or hazardous materials. Contractor is to submit information. Typical Information to be submitted is as follows: State Pesticide Applicator Certification number to include expiration date, State Applicator Certification Categories to include both the Alphanumeric AND short narrative description of the category (Example: Massachusetts Certification: No. XXXXX Categories 37 Turf, 40 Rights of Way, and 41 General Pest Control), the Installation where the contract pest management fumigation services will be performed, type(s) of services to be performed (Example: fumigation and termite tenting). All contract personnel who mailto:lisa.lawrence.1@us.af.mil perform pest management type activities on Air Force installations must hold the appropriate state certification and business license for the location and activity performed (this includes General Use and
Restricted Use Pesticides). No uncertified technicians are allowed to apply pesticides or fumigants on DoD installations (even under direct supervision). The same U.S.A.F. POC’s are also required to review submissions on products planned to be used. These are required to be submitted to the Air Force no later than 10 days after contract award.
Air Force approval is required prior to bringing any of these products on CCAFS or any 45 SW Installation. Before treatment, the most recent version of the chemical's SDS and labels will be included in the submissions to the U.S.A.F. Pest Management Lead. The chemical must be approved through EESOHMIS, which will be coordinated by the U.S.A.F. Pest Management Lead. This allows all proper agencies to review chemical and its planned use prior to work beginning per Air Force requirements.
Products cannot be used for work described within this document until submitted to U.S.A.F. POC’s and approved. The contractor is required to send a submission of required information to be reviewed by Air Force prior to contractor bringing any products on CCAFS or executing work. The contractor will submit a list of proposed pesticides or fumigants (listing trade names and EPA registration numbers) to the U.S.A.F. Pest Management Lead, QAE, with labels and SDSs as a submission, 10-14 days after contract award. The contractor shall provide all applicable information, to include but not limited to the material name with SDS and labels as noted above, current Safety Data Sheet (GHS format if available), size/type container and estimated quantity for the project, explanation of where this product will be used and how much will be used. This submission shall contain all required applicable information such as information sheets, SDS’s, labels, instructions, pesticide materials, pesticide justification forms, possibly Pesticide AF Form 3952 (to be provided by AF upon request), and any other type submittal data typically required for products required to perform work described. This shall apply to all fumigant gases, gases, fumigants, pesticides, hazardous materials, and any other chemicals required to perform work. These products are required to also be EPA and state of FL approved products. There are Air Force requirements on processes for reviewing hazardous materials and following proper authorization procedures, therefore product information will be routed to others for
Air Force required approval. This information will, per Air Force requirements and guidelines, be entered in EESOHMIS to ensure compliance (after contractor submission, U.S.A.F. will coordinate the entering into EESOHMIS). The product must be approved by the 45 CES Entomology shop and the HQ Entomologist, which will be coordinated by U.S.A.F. POC’s after the contractor submission through the U.S.A.F. Pest Management POC and the U.S.A.F. Hazardous Materials Program Manager POC. The SDS and pesticide justification form must be coordinated through Entomology and the U.S.A.F.
Entomologist, which will be done by the U.S.A.F. POC’s. These are standard Hazardous material authorization procedures for U.S.A.F. at CCAFS. The Contractor shall comply with the following as applicable, to include but not limited to: AFI 32-7086, Hazardous Materials Management, February 2015 and the 45th SW HAZMAT Tracking Procedures for Construction and Service Contractors, attached document “Attachment 6 DD FORM 1532-1 Pesticide Application Record”, see sheet titled “New Pesticides Applied”. Attachment 6 is a fillable document and shall be submitted to the U.S.A.F. by the fumigant contractor. This is to provide the A.F. Pest Management Lead and QAE the daily pesticide use via DD Form 1532-1, Attachment 6. This shall be submitted NLT 7 calendar days from date of actual use.
The prospective contractor must operate in compliance with all state and local regulations, as well as all Air Force Instruction regulations and requirements. Typical requirements shall be followed based on EPA, FL and U.S.A.F. guidelines on securing tenting around structures undergoing fumigation.
Air Force Requirements and Instructions, shall be followed, including all applicable portions of AFI32-
1053. Labels are required to be thoroughly reviewed, read and followed by the contractor. All information will be made available to any U.S.A.F. Pest Management personnel or QAE upon request. Contractor must also comply with sections of DoDI 4150.07 and contents of this instruction that apply to contract pest management and fumigation operations. Only state-certified contract pesticide and fumigant applicators may apply pesticides or fumigants that will be used on CCAFS. Prior to any pesticide or fumigant use and application, and prior to starting any of the termite tenting process, there shall be information supplied on proper pesticide and fumigant handling or requirements to the U.S.A.F. It is required that no chemical or fumigant mixing or storing is allowed on base by the contractor. The chemicals or fumigants must be brought on base ready to be used. Contractors must carry a spill kit in their vehicle capable of containing 110% of the volume in their sprayer tank. The U.S.A.F. Pest Management Lead, QAE, can answer any questions on where these shall be stored during the fumigant process or at start of work. This shall be coordinated by the contractor, 10-14 days after contract award. Contractor shall coordinate with the U.S.A.F. Pest Management Lead, QAE. There are typically requirements for the site to have secondary containment. The contractor will ensure this area is properly managed to prevent spills.
The contractor must comply with all applicable parts of Title 29, Code of Federal Regulations (CFR), Labor for Federal Service Contracts, Occupational Safety and Health Standards, Part 1910; Title 29, CFR, Safety and Health Standards for Federal Service Contracts, Part 1925; Title 40, CFR, Parts 150- 189, and Title 49, CFR, Hazardous Materials Regulations, Part 171, Protection of Environment, Pesticide and fumigation Program, Transportation, General Information, Regulations, and Definitions while on an Air Force installation, to ensure safe working conditions for contract personnel and a safe environment for the occupants of Air Force facilities. The Contractor shall ensure that all pesticide applicators, including subcontractors, have current state certification for the pest control services being performed.
Submittals/Submissions: For all submissions required by the contractor, there is a typical Air Force review process. The submittals called out to be submitted within this SOW and within the attachments mentioned in the SOW, are to be coordinated by the contractor (coordinate with the U.S.A.F. and NOTU POC’s listed within this document). Contractor is responsible to complete with proper NOTU and
U.S.A.F. listed POC’s per contract, and submit to the Air Force POC’s. Any need for discussion shall in be discussed at the Pre-Performance Conference.
The U.S.A.F. is required to review these submissions within 30 days of submission. The action that will be taken by the A.F. upon completion of review will be either request more information and possible re-submission, disapproving with comments and requiring a re-submission, or approval. Any submissions or re-submissions are required to be reviewed by the Air Force with-in 30 days from receipt. This process is required to occur prior to start of the on-site work and termite tenting process. Any requirements of submissions shall also be kept on site by the contractor during work preparation and actual termite tenting work (at least one hard copy of each submitted item). This shall be during the entire fumigation and tenting process on site. These documents that are required to be submitted, shall be made available to government contract personnel during tenting process upon request, for all applicable government personnel performing any inspections. This shall be including but not limiting those Air Force POC’s listed within this document and contract. U.S.A.F. has 30 calendar days to review all submissions and re-submissions, starting from the official received date. All submissions shall be sent in with one electronic copy and one hard copy. Submissions are considered officially received on the day they are sent in and actually received by the Air Force, as long as that occurs at or before 1200 (12 noon). Anything submitted and received after 1200 (12 noon) will be considered as being received on the next business/working day. (Therefore submissions will not be considered “received” on a weekend or government holiday, and instead will be considered received on the next working day). Government holidays are listed below for 2018:
Monday, January 1: New Year’s Day
Monday, January 15: Birthday of Martin Luther King, Jr.
Monday, February 19: Washington’s Birthday
Monday, May 28: Memorial Day
Wednesday, July 4: Independence Day
Monday, September 3: Labor Day
Monday, October 8: Columbus Day

Preparation, Access and Procedures: Contractor shall coordinate with AF and NOTU POC’s, listed above, on submissions for employees (contractor and sub-contractor information) for background checks, badging and accessing CCAFS and NOTU HQ facility. See section below, for further details, titled “Base Access (CCAFS and NOTU HQ Specific)”. Contractor personnel will be required to submit employee information for background checks. Further details on this are to be reviewed and followed, listed below, in section “Base Access (CCAFS and NOTU HQ Specific)”. Facility Managers have been briefed for preparation, and Preparation Guidelines lists have been provided to them with instructions.
For fumigation contractor to have a comprehensive understanding of what facility managers will be responsible for, please see “Attachment 3 Customer Duties Instruction Document & Checklist” and “Attachment 4 Preparation Guideline Requirements Instruction & Checklist”.
Contractor is required to submit a 103, which is a work clearance document, prior to work occurring on site. NOTU can aide in getting the AF103 form to the contractor and answer any questions on process of submitting a 103 to request a clearance to work. NOTU will have to provide the fumigation contractor the approved 332/AF332/Work Order document for the contractor to attach to the AF103 form for submission. The 103/work clearance typically takes 14-28 days for routing, signing and approval. AF personnel is required to approve and sign prior to work occurring on site. The actual approved copy of this document must be kept on site by the contractor. AF or other DOD personnel may request to review at any time during work occurring, or during prep type work on site.
NOTU HQ is a secure facility. It is understood that all foods, medicines and any other “consumables” must be removed prior to fumigation process by building occupant. All plants, animals, and any other living items must also be removed prior to fumigation process by building occupant. (It is understood that these requirements are to ensure none are hurt, damaged, contaminated or effected in any way).
Vending machines may either be removed or emptied if determined necessary and required. It is preferred if deemed acceptable, that Vending machines stay in place with consumables in them, but sealed or covered fully if determined necessary. Vending can be sealed up by building occupant as part of the preparations checklist with visqueen and tape or other acceptable plastic type cover. This will occur as part of the preparations checklist, if deemed necessary, prior to tenting and fumigation process, by the building occupant. This topic is to be discussed further at the Pre-Performance Conference. It is understood that all flames must be extinguished and the gas main shut off by building occupant prior to fumigation. Any space heaters must be shut off and unplugged by building occupant.
The HVAC System will be shut down by Air Force personnel, coordinated by NOTU personnel, before the fumigation begins. Electricity (power to the facility) must be maintained to operate the fans. It is understood fire sprinkler is required to be operational and on during this process due to state law and life and safety procedures (as required by NFPA and other applicable codes).
All of the interior doors, drawers, closets, and related items that do not affect security of this facility shall be left open to allow circulation. There are several metal classified containers (safes) which will remain locked and will not be opened during fumigation. There are approximately three doors, due to secure facility requirements, that will have to remain closed and locked (most likely communications, SIPRNet or communications server type rooms). Access can be granted to these rooms by NOTU personnel to the contractor during the pre-tenting inspection as determined needed. There are no functioning (opening) windows in the facility. All interior doors that do not conflict with security requirements will be unlocked, and accessible, and all rooms will have to be inspected before the fumigation will begin to ensure that there are not any issues By State Law. During the inspection, prior to any fumigation, NOTU POC will ensure escorts for security purposes, if determined necessary, are provided for the contractor to access all areas deemed required for inspection. This is only during the inspection portion, this is not during tenting, fumigation or aeration. It is understood that any other confined spaces in the building, would have to be inspected before the fumigation begins to make sure that there are not any issues, NOTU POC will provide contractor access as contractor deems necessary.
All antennas, lightning rods or any other protrusions or equipment on the roof will be removed from the roof by Air Force personnel, coordinated by NOTU personnel, prior to tenting of the building. Please refer to the attachments for further details on customer planned preparation, to be coordinated and completed by NOTU personnel, building occupants; see “Attachment 3 Customer Duties Instruction Document & Checklist” and “Attachment 4 Preparation Guideline Requirements Instruction & Checklist”.
“Attachment 5 Walk-Through Inspection Facility 74074” is the responsibility of the contractor to coordinate and schedule with the AF and the NOTU HQ Facility Manager POC’s. Prior to start of termite tenting, contractor and subcontractor personnel will perform a walk-through inspection with the U.S.A.F. and NOTU POC’s to ensure that all preparations have been concluded. During this walk-through inspection, “Attachment 5 Walk-Through Inspection Facility 74074” shall be completed by the contractor and submitted to the Air Force Contracting Officer or the U.S.A.F. Engineer the same day it is completed. Any other documentation or notes the contractor feels should be submitted may be attached to that form (attachment 5). In preparation, prior to the walk-through inspection, coordination shall occur by the contractor to notify the NOTU POC, U.S.A.F. Engineer POC, and the U.S.A.F. Pest Management Lead (listed above under section “Point of Contacts and Coordination Requirements”) of the planned day and timeframe to perform the inspection. This inspection would typically take place the day prior to, or the same day of the start of termite tenting. The contractor may request a different day approved for this inspection, if required. This inspection is required to take place prior to any termite tenting, fumigation activity or work on site. Contractor shall provide notification to government personnel required above, of the planned date of the walk-through inspection, 7 days prior to the inspection (to allow for proper scheduling and coordination).
Access to the facility and facility entrances will be provided as required, within regulations that abide by NOTU standard operating procedures for a secure facility and State Law as required to be following for fumigation and termite tenting procedures. The access will be either secured from the outside by the NOTU HQ personnel, or the personnel will remain on site to over-see secured access during tenting procedure to ensure security protocol is followed. NOTU personnel will remain on site to aide in access to the facility or over-see access with a check-in check-out procedure as applicable. It is understood that the ability to access the facility during tenting process may need to be turned over or given to the contractor personnel by turning over a building master key per State Law. It is understood that contractor personnel by law needs to be able to access facility at any time. When deemed necessary to meet this state law requirement (typically the day on site tenting processes start), the contractor personnel may sign out keys to access facility when needed. Due to federal secure facility regulations, each and every time the contractor personnel accesses the facility with or without the keys, signing in and out may be required upon entrance and exit of the facility each time. NOTU personnel will provide the required sheets and formats for this process and procedure. Due to this being a secure facility, prior to entering tenting and exterior of the facility, NOTU personnel may also require wanding or detection type procedures to check for certain items and devices (including cellular type items) during the signing in and out procedures. There are no cellular type devices or related devices, including fit bits, allowed in this facility. This may be discussed further at the Pre-Performance Conference to address questions.
There may be metal detector or pat downs required upon entrance and exit of facility for any contractor or subcontractor personnel needing to enter the facility during the actual fumigation. It is understood the Fumigation Crew Superintendent and possibly other contractor personnel would have to be able to access the Building at any time if determined necessary.
Exterior doors shall remain closed and locked at all times when possible. It is understood typically these doors are opened and stay open for a period of time (typically 1-2 hours) during the aeration and clearing process, which could be longer than the typical timeframe. Typically windows would be opened during this time, however, this facility does not have any operating windows. It is also understood there are possibly other times when the doors will require unlocking and opening for contractor personnel to enter during introduction of fumigant gas and possibly at other times if required by the contractor.
NOTU will provide their own hired armed security guard or guards for watching areas surrounding the facility and exterior of the facility, (possibly 24/7 guards during the approximate 3 day tenting and fumigant process), for security purposes due to security requirements. These personnel will be posted on site during the entire fumigation and tenting process. This is being done only for NOTU security purposes due to secure facility requirements. The guard may also, when deemed necessary by NOTU security personnel, aide in facility access for the contractor. Typically NOTU will provide separate on-site security personnel to aide in access to facility and signing in and out procedures. The hired armed guard or guards will watch all activity near and at the facility. Coordination on location of guard should be coordinated by NOTU personnel and fumigant contractor personnel, to ensure any required safe distances away from the tented facility are adhered to due to fumigant requirements. Access to the facility, interior and exterior doors, will be available and can be provided at all times during the entire tenting and fumigation process, including any aeration and clearing procedures, or pre-work inspections prior to tenting as well. There will be safes that remain locked and not opened, possibly three server rooms to remain closed and locked due to NOTU security requirements. NOTU will not be able to provide escorts inside the facility during actual fumigation or aeration, or anytime SCBA or other fumigation type PPE is required. It is preferred to use only the front entrance of the facility for entrance and exit (ingress and egress), due to security requirements.
All duties, labor, equipment, submissions, documents, and all else outlined in this SOW is the requirement of the contractor to provide to properly perform all work required.
Fumigant and Pesticide Use (Including Inspections): The contractor shall use pesticides and/or fumigants and gases from the DoD-Approved Pesticide Usage Listing. For the most current version of the listing, refer to www.afpmb.org/pubs/standardlists/dod pesticides list.pdf or request further information from the U.S.A.F. POC’s listed within this scope and contract. There is a requirement for approval of any pesticides or similar chemicals or fumigants to be approved prior to use. Pesticides or fumigants that are not on the DoD-Approved Pesticide List may be considered for use on a case by case basis; a request must be submitted to the Entomology Shop through the U.S.A.F. Pest Management
Lead POC, prior to use. This is required to be submitted for approval NLT 7 days after award. Pesticide materials, fumigants, gases and chemicals are required to be approved prior to using them on CCAFS.
Application of these must be scheduled with the Entomology Shop through QAE or Pest Management Lead with the Air Force. This is to allow for monitoring and inspection. There shall be at least 7 days’ notice of planned use date.
http://www.afpmb.org/pubs/standardlists/dod%20pesticides%20list.pdf
During the submission process, there shall be information supplied on proper pesticide handling requirements. U.S.A.F will thoroughly review and comment on these. It is understood that typically there is no mixing required for fumigation or termite tenting. Note, no chemical or fumigant mixing is allowed on base by the contractor, chemicals or fumigants must be brought on base ready to be used.
CCAFS does not allow any mixing by contractors who do not have USAF assigned space set-up for pesticide mixing. Every use of the chemical shall follow the manufacture's EPA-registered SDS & label WITH DoD, AFI, and State laws/regulations, to include but not limited to personal protective equipment (PPE), pesticide application and precautions to health and safety. Every chemical application is required to be reported to the U.S.A.F. Pest Management Lead office. See “Attachment 6 DD FORM 1532-1 Pesticide Application Record”. This document shall be filled out by contractor and submitted for every fumigant or chemical application. This shall be submitted by contractor NLT 7 calendar days from date of actual usage. All proper PPE is required to be provided and worn by the contractor and any contractor or subcontractor personnel, including required possible SCBA gear. All PPE and equipment required to properly perform all work will be the responsibility of the fumigant contractor. All duties, labor, equipment, submissions, documents, and all else outlined in this SOW is the requirement of the contractor to provide to properly perform all work required. Contractor is responsible for ensuring only authorized personnel safely enter area under fumigation and termite tenting. A guard, provided by the contractor or sub-contractor, will be provided outside the facility from the introduction of the fumigant until clearance to ensure no person enters the building prior to clearance. Contractor is responsible for health and safety as well as security of facility in terms of access. This applies to safe access by contractor and others, to include government personnel. This shall include but not be limited to all required locks, signage and key or door control needed to properly accomplish this and meet required state law and requirements within this SOW. Contractor is responsible to perform all required aeration and clearing prior to anyone entering facility without proper and required PPE or SCBA gear. Note, most likely the Government will not have any Escorts that can access interior of the actual facility during fumigation, due to not having access to proper training, equipment and PPE.
