About this file

This is a Notice to Offerors for a federal contract opportunity in the Republic of Korea.

All sources, including U.S. and international firms, may submit proposals or quotes. Offerors must obtain requisite business licenses directly from the Republic of Korea Government and demonstrate capacity to conduct business in accordance with all applicable ROK laws covering labor, taxation, and immigration. Contractors not already doing business in Korea must submit adequate verification with their initial proposal demonstrating authorization and capacity; proposals failing to demonstrate this authorization will not be considered for award. All price proposals must be submitted in Korean Won (KW) only; proposals submitted in other currencies will not be considered for award. The U.S. Government cannot grant Invited Contractor or Technical Representative Status to any offeror under the ROK-U.S. Status of Forces Agreement.

Offerors must submit proposals electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module by the due date and time specified on the first page of the solicitation. Failure to submit through PIEE will render the submission late, non-responsive, and ineligible for award. Offerors are responsible for monitoring PIEE for updates and amendments and must select the notification option to receive amendment notifications. Offerors must register in SAM.GOV and have PIEE vendor access. If PIEE experiences technical difficulties or is inaccessible prior to the response deadline, the contractor must immediately notify the Contracting Officer in writing via email.

NOTICE TO OFFERORS

All sources may submit a proposal or quote as applicable. However, the Republic of Korea (ROK)-United States

(U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or

Technical Representative Status to any offeror, for this requirement. All sources submitting a proposal or quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the

ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea, must submit adequate verification in its initial proposal or quote- that it has the requisite business licenses directly from the ROK Government to perform the contract and the capacity to conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. If an initial proposal does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting

Officer. “All offerors interested in competing for this requirement are required to submit their price proposal in

Korean Won (KW) only. A proposal submitted in currency other than Korean Won will not be considered for award.”

Procurement Integrated Enterprise Environment (PIEE) Solicitation Module

The offeror shall submit its proposal/offer/bid electronically through the Procurement Integrated Enterprise

Environment (PIEE) Solicitation Module prior to the due date and time identified on the first page of this solicitation. Instructions for submissions in PIEE can be found under Solicitation - Web Based Training at https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml. This is the only acceptable means of submission. Failure to submit through the PIEE Solicitation Module will render the submission late, non-responsive and ineligible for award.

Instructions for PIEE Vendor Registration Guide can be found at https://www.acq.osd.mil/asda/dpc/ce/cap/docs/piee/PIEE_Solicitation_Module_Vendor_Access_Instructions.pdf.

The offeror has the responsibility to monitor the PIEE Solicitation Module for any updates and amendments. To ensure that notifications of amendments are received, the offeror must select the option box “Please notify me of amendments to this solicitation” at the top of the subject solicitation page after logging into the PIEE Solicitation

Module and viewing the solicitation.

If the PIEE system is not operational, experiences technical difficulties, or is otherwise inaccessible or unusable, the

Contractor shall immediately notify the Contracting Officer for further instructions. This notification must occur prior to the solicitation response due date and shall be in writing via email.
