The solicitation requires rental, leasing, emptying, cleaning, and re-supplying of portable latrines and hand wash stations for the 2026 Friendship Festival at Yokota Air Base in Tokyo, Japan. Prospective offerors must submit quotes by email no later than 28 April 2026 at 14:00. A mandatory site visit will be conducted on 23 April 2026 at 10:00 at Building 620, with attendee names required by 22 April 2026 at 14:00. Written questions must be submitted by 24 April 2026 at 16:00. The memorandum specifies that offerors must provide CAGE/NCAGE codes and recommends SAM registration prior to award. A significant consideration for offerors is that if payment will be made to a Japanese bank account via electronic funds transfer, the receiving bank will deduct a transaction fee of ¥735 (subject to change) per transaction, which the U.S. Government will not reimburse; therefore, offerors must account for this fee in their pricing.
