Description This is notice of the Government’s intent (NOI) to solicit from a single source for DCSA Awards. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b) which states, “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).” The contractor is the only reasonable provider for these services.

Product Specification The contractor will provide DCSA with the following award specifications:

Custom wood plaques with approved messaging and Agency seal; Customized Agency graphic seal – framed and suitable for farewell messages; mounting hardware (if applicable); Packaging suitable for presentation; Production of approximately [221] wooden retirement plaques, [200] agency seals and [200] honorary award frames based on agency demand; Shipment or delivery as agreed upon in the purchase order.

Shipment addresses for deliverables Shipment address to be provided. The shipment will include a minimum of five DCSA locations within the continental USA. Plaques must meet existing agency branding and recognition standards. Digital proofs shall be provided for approval prior to full production.

The contractor that has already provided these types of awards to DCSA in the past and has already undergone the approval process of the artwork to work with the DCSA logo and to mailto:ivo.n.nkede.civ@mail.mil ensure there is not a degradation or difference in the appearance in the awards given out to employees and teams, if these awards were to be contracted to a different source, this would require significant delays and could lead to the awards not appearing exactly as they have in the past. The contractor will build on upon what they have already successfully delivered to DCSA in the past.

This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirements, that competition would be advantageous to the Government, and would not degrade previous awards that have been built upon through awards previously provided.

A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement, proposal, or quotation, to the Contract Specialist by the closing date of this notice.

Contractors must be actively registered in SAM database.

Place of Performance: July 31, 2025 – December 31, 2025 The effort will be delivered to DCSA Headquarters, in Quantico, VA.
