About this file
This is a Limited Source Brand Name Notice of Intent issued by the Department of War/Washington Headquarters Services dated October 23, 2026.
The Defense POW/MIA Accounting Agency (DPAA) intends to procure the SonarWiz Office Suite software from Chesapeake Technology, Inc. (Cage Code: 1SAP1, Unique Entity ID: KTUYZJY12379) under a non-personal services contract. The software will be delivered to DPAA at Joint Base Pearl Harbor-Hickam, Hawaii, and will support the SA Laboratory's underwater investigation and recovery efforts. The SonarWiz Office Suite will enable DPAA's Underwater Archaeology team to conduct remote sensing surveys to locate, identify, and record sites associated with U.S. service member loss incidents. The software will process multiple data types including side-scan, sub-bottom, multi-beam, magnetometry, and single-beam data, and provide operational licenses for four Underwater Scientific Recovery Experts (SREs) to conduct concurrent missions. The Government is using statutory authority under 10 U.S.C. 3204(a)(1) and RFO 6.302-1(c) (Only One Source) for this single-source acquisition valued at or below the Simplified Acquisition Threshold (SAT). The Government will consider written capability statements from interested parties demonstrating their ability to provide equivalent remote sensing survey solutions. All responses must be submitted electronically by 12:00 PM Eastern Standard Time on October 28, 2026, to Contract Specialist Dave Nag (debashis.nag.civ@mail.mil) and Contracting Officer Jeanelle Joseph (jeanelle.joseph.civ@mail.mil). The Government retains sole discretion to determine whether to conduct a competitive procurement.
