THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS

TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL

OR OPEN COMPETITION (INCLUDING BRAND-NAME).

The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($350,000).

STATUTORY AUTHORITY

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6- Competition Requirements.

GENERAL INFORMATION

1. Title: Development and Validation of a Magnetocorticography Array using Optimized Optically Pumped Magnetometers

2. Background Information: Wearable optically pumped magnetometer (OPM) arrays are lightweight, portable systems that are placed directly on the scalp and do not require cooling with liquid helium, eliminating the cost and supply limitations associated with conventional magnetoencephalography (MEG) systems. Most existing efforts have focused on developing whole-head wearable arrays that enable naturalistic movement during imaging or facilitate whole-brain mapping in pediatric populations.

The proposed effort is distinct in that it utilizes a significantly higher-density array of sensors capable of mapping brain function with substantially improved spatial resolution, enabling magnetocorticography (MCoG) as a noninvasive alternative to electrocorticography (ECoG).

Initial feasibility has been demonstrated through the development of two prototype systems.

The generation-1 prototype utilized commercially available single-axis OPM sensors, while the generation-2 prototype incorporated dual-axis sensors to improve performance. The next phase of development requires the design, fabrication, and evaluation of an optimized OPM gradiometer sensor specifically engineered for high-resolution, precision cortical mapping.

Because no commercially available OPM gradiometer sensors currently exist, this effort requires specialized research and development services, including the fabrication and testing of a prototype gradiometer array. The prototype gradiometer sensors must also be fully compatible with the existing generation-2 prototype system, as both sensor types will be integrated during testing and system development.

All prior development activities for this project have been conducted in collaboration with FieldLine Medical. The existing prototype sensor arrays, associated electronics, and supporting infrastructure were designed and manufactured by FieldLine Medical and are proprietary to that platform. As a result, compatibility with the current research system requires the continued use of FieldLine Medical components and engineering support.

Previous acquisitions supporting this effort were also awarded on a sole-source basis because the existing OPM infrastructure is compatible only with FieldLine Medical hardware and associated technologies

CLOSING STATEMENT

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
