About this file

This is a Notice of Intent to Sole Source for a federal contract opportunity issued by the Federal Emergency Management Agency (FEMA), part of the Department of Homeland Security (DHS). FEMA intends to award a Firm Fixed Price sole source contract to The Gordian Group, Inc., located in Greenville, South Carolina, for Individual Assistance Housing Cost Data services. The contract falls under NAICS Code 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) and PSC Code DA01 (IT and Telecom – Business Application/Application Development Support Services). The contract will be awarded pursuant to 41 U.S.C 1901 using FAR 12.102(a) procedures and FAR Class Deviation 25-21 Rev. 1.

FEMA requires a comprehensive, nationwide, line-item residential construction cost database delivered via Microsoft Access and natively structured to match RS Means data for seamless integration with FEMA's National Emergency Management Information System (NEMIS). Required services include ongoing software licensing, real-time cost index updates, technical support, automated damage repair calculations, and survivor assistance determinations. The anticipated contract structure includes a one-year base period with four one-year option periods. The sole source justification asserts that Gordian is the only Original Equipment Manufacturer and exclusive provider of RS Means-branded construction cost data with the requisite intellectual property rights and technical capability. Market research, including RFIs on SAM.gov and NASA SEWP, reportedly confirmed no alternative vendor can provide a functionally equivalent solution. Interested parties believing they can fulfill this requirement must submit capability statements by 02:00pm Eastern Time on June 15, 2026, to Lassey Wilson-Bahun at Lassey.wilsonbahun@fema.dhs.gov.

Notice of Intent to Sole Source for

Individual Assistance Housing Cost Data

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), intends to award a Firm Fixed Price sole source contract pursuant to authority of 41 U.S.C 1901, utilizing the procedures of Federal Acquisition Regulation (FAR) 12.102(a) and FAR Class Deviation 25-21 Rev.

1 for FAR Part 12.

NAICS Code: 518210 Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services PSC Code: DA01: IT and Telecom – Business Application/Application Development Support Services

Intended Contractor:

THE GORDIAN GROUP, INC.

30 Patewood Drive, Suite 350 Greenville, SC 29615

Requirement Overview:

FEMA requires a comprehensive, nationwide, line-item residential construction cost database, delivered via Microsoft Access and natively structured to match RS Means data for seamless integration with FEMA’s National Emergency Management Information System (NEMIS). The requirement includes:

• Ongoing software licensing

• Real-time cost index updates

• Technical support

• Automated damage repair calculations

• Survivor assistance determinations

The anticipated contract will feature a one (1) year base period and four (4) one-year option periods.

Justification for Sole Source:

Gordian provides a comprehensive, nationwide, line-item residential construction cost database delivered via Microsoft Access, natively structured to match RS Means data for seamless integration with FEMA’s National Emergency Management Information System (NEMIS). The requirement includes ongoing software licensing, real-time cost index updates, and technical support to automate damage repair calculations and survivor assistance determinations. As the Original Equipment Manufacturer (OEM) and exclusive provider of RS Means-branded construction cost data, Gordian is the only contractor with the intellectual property rights and technical capability to supply this specific data framework and its matching APIs.

U.S. Department of Homeland Security 500 C Street SW, Washington, DC 20472

Market research, including RFIs on SAM.gov and NASA SEWP, confirmed that no alternative vendor can provide a functionally equivalent nationwide, line-item cost database. Third-party integrators do not own, generate, or license independent construction cost data, and any alternate solution would require a complete reengineering of FEMA’s core systems. Without Gordian, FEMA would face immediate disruption to automated financial assistance determinations, resulting in catastrophic operational vulnerabilities, unrecoverable system redesign costs, and multi-year delays.

This notice of intent is not a request for competitive proposals or quotations.
