About this file

This is a Statement of Work (SOW) for FEMA's Individual Assistance Housing Cost Data contract under the Department of Homeland Security.

The contractor must develop and maintain a comprehensive Microsoft Access database containing unit costs for residential home repair components across all phases of construction, utilizing R.S. Means data and Construction Specifications Institute (CSI) standards. Task One requires delivery of a Line Item Mapping Master in Microsoft Excel format within 30 days of contract award, with annual updates thereafter on dates established by the Contracting Officer's Representative (COR). This document must display line item costs with two cost levels: a Medium Cost (moderate construction specifications baseline) and a High Cost (baseline plus 25 percent for catastrophic scenarios), along with CSI codes and formulas used to establish costs. Each line item cost must include materials meeting construction/code requirements for Federal Information Processing Standard (FIPS) locations, material transportation, overhead and profit, labor for removal and installation, and debris disposal. Personal property costs must represent average costs by specific State or Territory. Task Two requires creation and maintenance of line item costs for all FIPS CONUS and OCONUS locations including Tribal Nations and Alaska Regional Areas, delivered as a Microsoft Access database to a FEMA secure portal with quarterly updates. FEMA may require up to 80 personnel hours annually for revisions, new line items, or data delivery modifications.

The contract period runs from August 1, 2026 to July 31, 2027 (base period) with four one-year option periods through July 31, 2031. The contractor must provide a Single Point of Contact (SPOC) with advanced education in engineering, marketing, program management, or construction, attend a post-award conference within 15 days of award via MS Teams, and submit a Quality Management Plan within 15 calendar days of award. The COR has 15 calendar days to review deliverables; the contractor has 5 calendar days to correct and redeliver. Additional deliverables include a Project Plan due 15 days after the post-award conference. Section 508 accessibility compliance is required for all information and communications technology products. Performance of work will occur at the contractor's facilities with no regular onsite government presence required.
