About this file

This document is a Notice of Intent to Sole Source for the fabrication of 10 DVR unused hanging style Baboon housing cages. The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price purchase order to GT Designs LLC, the only known responsible source who can provide the required modifications to the Baboon cages in the Primate Facility. The modifications require expert knowledge of metal working and an understanding of animal safety and security to meet the minimum cage space requirements for Nonhuman Primates (NHPs) weighing 15-20 kg.

GT Designs is the incumbent contractor who recently completed successful modifications to the Baboon cages, and the agency has determined that awarding to another source would result in substantial duplication of costs and unacceptable delays. The agency is seeking capability statements from any interested parties that can demonstrate the ability to perform the requirement, which includes the unit price, delivery period, prompt payment discount, and other pertinent information. Responses are due by 9:00 am EST on April 1, 2024, and the agency anticipates making an award approximately 5 days after the notice is issued.

Notice of Intent to Sole Source for fabrication of 10 DVR unused hanging style Baboon housing cages

NIH-SS- 6880988

The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to GT DESIGNS LLC., 9139 Rocky Ridge Rd, Rocky Ridge, MD 21778

In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the system as no other source has been identified who can provide the requirement listed below.

This requirement is to complete modifications of Baboon cages in Primate Facility. The modifications require expert knowledge of metal working and an understanding of animal safety and security. The DVR requires fabrication of 10 DVR unused hanging style Baboon housing cages to mobile 8.0 square foot floor space Nonhuman primate (NHP) cages in order to meet minimum cage space requirements for NHP weight ranges 15kg's - 20kg's per the Guide for the Care and Use of Laboratory Animals. GT Designs required to match existing equipment so in use cages are interchangeable reducing staff labor, costs, staff training, and government resources to accommodate new caging types.

Additional Supporting Facts:

• In the interest of economy, efficiency, and urgency, awarding to a source other than GT Design would result in substantial duplication of costs to the Government which is not expected to be recovered through competition and cause unacceptable delays and or increased program management labor and resources in fulfilling the current agency’s requirements.

• DVR recently contracted with GT Designs to modify Baboon cages for Bldg. 103 for mock-up purposes to test the functionality and safety of the modifications. The modifications performed by GT Design were successful completed and tested on live animals without any issues.

• Modifications to the Baboon cages requires exact fitment to existing cages for animal and human safety. GT Design already understands the safety issues and has been trained by on site staff. If a new contractor were to perform the modifications, there would be duplicate program management costs to coordinate the training and requirements.

• In DVR animal facilities where sensitive animals and property are held there is an urgent need to have the modifications completed in a timely manner for the animal’s health and wellbeing, social behavior, ability to meet cage size requirements per the Guide for the Care and Use of Laboratory Animals, and adequate environmental enrichment.

This notice is not a request for competitive quotes. However, any party that believes it can provide the modification to Baboon cages as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement.

Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number

(DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (Lack of registration in the System for Award Management will make an offeror ineligible for award).
