About this file
This notice of intent to sole source announces the National Institutes of Health's plan to award a firm-fixed-price purchase order to Government Scientific Source, Inc. to provide reagents required for a 10X Genomics Chromium platform. The reagents, including a training kit and 48-reaction single cell kit, will be used to study gene expression in brain tissue and support research into the mechanisms of hibernation. Interested parties may submit capability statements by January 23, 2024 to be considered for the award, which is anticipated to be issued within five days thereafter, demonstrating their ability to supply the proprietary reagents otherwise solely available from 10X Genomics through Government Scientific Source. Responses should include pricing, delivery, and business information.

Notice of Intent to Sole Source for a 10X Genomics Reagents
NIH-SS-6851051
The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Government Scientific Source, Inc.12355 Sunrise Valley Dr. Suite 400, Reston, Virginia, 20191United States.
Government Scientific Source is the service provider for consumables for the 10X Genomics Chromium platform – a single cell / nuclei capturing and barcoding technology to profile the transcriptome from brain tissues to support the mission of NIH and the research goals of Dr.
Wei Li’s laboratory.
In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the product as no other source has been identified who can provide the requirement listed below.
Requirement:
The purpose of this requirement is to purchase the reagents required to study gene expression in brain tissue listed below:

Additional Supporting Facts:
The 10X Genomics Chromium X system allows performing cutting edge high-throughput single cell or nuclei sequencing. To run an experiment on this platform we require the appropriate consumables. The items are proprietary and there is no other manufacturer than 10X Geonomics (sold through Government Scientific Source) available to provide the required materials. Reagents are needed to help us understand the underlying mechanism of hibernation in mammals to protect the body and organs from extreme conditions, putatively guiding us to identify measures to protect humans after traumatic injury. This will be beneficial for NIH’s mission to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health and reduce illness and disability.
The contractor shall provide NIH the consumable to generate the data for this research project. The contractor shall also provide any necessary documentation and training materials it has developed. Training material may be modified to suit the needs of NIH.
This notice is not a request for competitive quotes. However, any party that believes it can provide the reagents as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to supply the requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the UEI (Unique Entity ID), the Taxpayer Identification Number (TIN), and the certification of business size. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (Lack of registration in the System for Award Management will make an offeror ineligible for award).
All responsible sources may submit an offer that may be considered by the Agency.
It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
