About this file
This document is a Notice of Intent to Sole Source for strategic implementation support and guidance launching a new content management system. The U.S. Fish and Wildlife Service intends to award a firm fixed price sole source contract to Limina Application Office, LLC for content factory creation and operation, automated content loading operations, system integration support, content infrastructure and governance management, and training and onboarding of new users. The objective is to support an end-of-year launch of a newly developed Drupal content management system. Limina has over four years of experience working with the Service through requirements gathering, strategic planning, design, implementation, and continues to facilitate bringing designs to life with in-depth knowledge of Service functions. Continuing with Limina will allow production to start earlier by utilizing their extensive knowledge, while ensuring the Service can meet its mission in a timely manner with high quality. Going with any other contractor at this stage of the project would increase costs and cause unacceptable delays.

U.S. Department of the Interior, U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations, Information Technology Services Acquisitions located at 5275 Leesburg Pike, Falls Church, VA 22041 has issued a Request for Proposal for a firm fixed price contract for strategic implementation support and guidance launching a new content management system. USFWS intends to award a firm fixed price sole source contract under the authority of FAR 6.302-1 only one responsible source to:
Limina Application Office, LLC 350 Terry Street, Suite 300B Longmont, CO 80501
The North American Industry Classification System (NAICS) code for this requirement is 541512 Computer Systems Design Services; the business size standard is $30,000,000.

Content Infrastructure and Governance Management, 5. Training and Onboarding of New Users. The subject matter expertise and knowledge of the FWS environment provided by this contractor cannot be obtained via another contractor in order to achieve the desired release schedule.

The ability to continue work with the development contractor allows the Service to start production earlier and utilize the extensive knowledge base Limina has, to ensure the Service can meet their mission in a timely manner and with high quality. Going with anyone other than Limina at this point in the project will would cause increased costs and unacceptable delays in fulfilling the government’s requirement and ensuring FWS meets our mission.
