1. Introduction

US Fish & Wildlife Service (FWS, the Service) is in need of support in the implementation of a Web Content Management System (WCMS/CMS) and the preparation of content for the launch of a new Content Management-based website. This Statement of Work (SOW) is for providing WCMS implementation guidance, as well as the setup of a content factory to assist in the sourcing, preparation, loading, quality assurance, and management of content. Working alongside the Service, Contractor (Contractor) will provide resources and expertise to support the following:

· Project leadership and management

· Training and onboarding of content-focused resources

· Content production and management

· Data management and system integration for content

· User experience and business analysis support

· Solution architecture and implementation support

This work is anticipated to start in January 2021, culminating in content being ready for publication by the end of FY 2021 Q4, followed by a ramp down and transition.

2. Background

As the Service continues to progress through the design and implementation of a WCMS, support and technical expertise will be integral to achieving success. While the various components of the effort are continuing to press forward, FWS requires sustained support and expertise in the areas of WCMS implementation and content readiness by helping to source and load content from other sites/systems into the WCMS.

Contractor should have experience in designing and implementing Web Content Management Systems and is qualified in assisting FWS in preparing content and establishing a content factory and the supporting processes needed to rapidly identify, triage, remediate, and manage the entire content lifecycle as the Service readies its content in the new WCMS.

3. Statement of Work Objectives

The objective of this SOW is to augment existing staff to assist in implementing the WCMS and preparing content for inclusion in the WCMS. Key SOW objectives include:

1. Provide project leadership and management

2. Provide training and onboarding of content-related resources

3. Expand FWS’s editorial capabilities to accelerate the production of site content

4. Complement existing FWS leadership in the planning and management of the sourcing and preparation of content

5. Leverage technology to assist with the initial content loading and ongoing maintenance of content through system integration

6. Provide user experience and solution architecture support to enable WCMS implementation

4. Statement of Work

Contractor will form a staff augmentation team that will complement the Service’s existing teams in the implementation of the WCMS and production of content that will be migrated, created, and remediated to fit into the new WCMS. The work will be divided into the following workstreams that will be supported by a joint FWS/Contractor team and which may involve other vendors, such as application implementation partners:

1. Project leadership and management

2. Training and onboarding support

3. Content support

4. Implementation, integration support

The requirements of each of these workstreams that will be addressed by Contractor are detailed below.

4.1 Project Leadership and Management

Contractor will provide project leadership and management support. This project leadership and management team will augment the Service team to provide day-to-day planning, management, and delivery support across workstreams. This will include reporting to and participating in an FWS lead project team that will be responsible for the management of FWS resources and partners.

KEY REQUIREMENTS

Requirements for this workstream include:

· Plan management and status reporting

· Workstream oversight and management support

· User experience leadership, design, and testing support

· Solution and technical leadership support

· Content strategy and planning support

4.2 Training and Onboarding Support

Training will cover onboarding, concepts of content management, and practical training on the use of the WCMS and specific content types, as well as writing style and other related training, needed to support an effective editorial content team. The contractor will need to assist in the creation and delivery of training materials to support the following audiences:

· FWS and Contractor resources for this project

· Content editors, managers, and contributors from across the Service

Training will be conducted remotely in most cases but may also require limited on-site training.

KEY REQUIREMENTS

Requirements for this workstream include:

· Assisting in the creation of training materials and onboarding materials

· Creation/modification of visual assets that will assist in context setting and training

· Delivery of training in the form of webinars and other remote learning techniques in conjunction with the Service

4.3 Content Support

Support the FWS editorial team and leadership in creating and enforcing content authoring guidelines, establishing the processes and tools to enable and track content authoring, remediation, loading, and tagging, and supporting content authoring planning and production. The Contractor will also provide business analysis support, such as service definition, and limited support in creating and/or managing graphics and images. This team will work under the direction of FWS to address a queue of content work that will prepare content that will be made available in the WCMS.

KEY REQUIREMENTS

Requirements for this workstream are anticipated to include:

· Content authoring guideline creation and enforcement

· Process and tool definition support

· WCMS management support

· Content authoring planning and production

· Content quality assurance support

· Business analysis support

· Graphic and image support

4.4 Implementation, Integration Support

Expand content creation and management to include sourcing from systems and data sources that can be used to accelerate and enrich the fws.gov content. The Contractor will support the Service by using data management and integration technology to source content and run it through transformation processes needed to prepare and load it into the WCMS. This effort will focus on sources of content that must be tagged with enterprise metadata in the Data Warehouse to reduce the workload of loading, tagging, and maintaining data and content from other systems and data sources. At FWS direction, this workstream is expected to focus on the following types of content:

· Facilities content

· Species content

· Additional sourcing of news from across the Service

· Metadata needed to support content loading and tagging

· Sourcing of content from ServCat

· Sourcing of geographical and refuge related content

KEY REQUIREMENTS

Requirements for this workstream include:

· Content sourcing, planning, and design – Contractor will need to determine the strategy and work plans to address content sourcing and loading

· Data modeling of new content types and sources

· Configure any Extract, Transform, Load (ETL) tools/technologies needed for content sourcing, transformation/remediation, and loading to the data warehouse or data management solutions

· Configure and execute content scraping and automation that will accelerate content loading and preparation or quality assurance

· Provide stewardship of content and related metadata

5. Knowledge and Skills

The Contractor shall identify the resources necessary to successfully perform the work contained herein. Contractor shall possess and maintain the requisite knowledge and expertise to successfully accomplish the objectives of this Statement of Work. The Contractor will be responsible for ensuring that, at a minimum, the proposed resource(s) possesses the following:

· Proven development performance with the use of Drupal Content Management System and advanced MySQL databases.

· Minimum of 5 years of programing/database admin experience.

· General knowledge of DOI HR policies / processes.

· The ability to manage multiple, concurrent work streams with competing deadlines.

· The ability to write, and verbally present complex subjects in a clear and concise manner.

· The ability to effectively brief senior executives on project issues.

6. Deliverables

All written deliverables shall be created in a professional manner and shall include meeting summaries, background information, and any appropriate research material. All non-branded deliverables shall be submitted in an editable (i.e., unprotected) format such as Microsoft Word, Excel, or PowerPoint when applicable.

All Deliverables will be submitted on or before the due date specified herein or submitted in accordance with a later scheduled date determined by the Government.

The following deliverables will be prepared by or updated by the Contractor for all FWS.gov pages or support materials developed:

· Drupal Site Page (Finished Product) Deliverables as Requested

· Content Specific Guidance documentation/Training Materials

· System Diagrams and Documentation as Requested

· End user guidance for Site Owners and Routine User Groups

· Detailed contractor work reports as requested

7. Performance Objectives

· All interactions with FWS employees will be carried out with utmost professionalism

· Deliverables are to be signed off on by FWS employees at all times to promote full internal buy-in

· Contractor is expected to be highly flexible to support the meeting schedules designated by wide ranging project stakeholder groups

· Contractor must also be flexible to adjustments in workload priority given the evolving landscape of this large development effort

8. Period of Performance

The period of performance of this contract will be 1 year from the date of award.

9. Place of Performance

The contractor will be expected to potentially travel to either of the two office locations for FWS in Lakewood, Colorado or Falls Church, Virginia for project kickoff meetings or associated work, in accordance with a mutually agreed upon schedule. The actual “hands- on” work shall be performed at the contractor’s location. All remote work shall be performed on Government Approved Remote Access solutions.
