| Text3: The Service requires an augmentation of staff resources to support the push for an EOY launch of a newly developed Drupal content management system. These services include: 1. Content factory creation and operation, 2. Automated content loading operations, 3. System integration Support (from the content side) 4. Content Infrastructure and Governance Management, 5 Training and Onboarding of New Users. The subject matter expertise and knowledge of the FWS environment provided by this contractor can not be obtained internally or via another contractor in order to achieve the desired release schedule. While issues with the current website continue to arise and cause issues for the public, completing this project in a timely manner is critical to the Service's mission. |
| Text4: Limina has been instrumental to the Service through extensive requirements gathering and strategic planning (F15PG00169), design phases (F17PX00166 & F17PX01291), implementation (140F0919P0059) and continues to be a crucial part of facilitating bringing those designs to life with their in depth knowledge of how the Service functions. With over four years of history of engagement, and the historical project knowledge Limina has, it is essential to the Service to not lose this knowledge base, and eliminate a substantial duplication in cost and effort. |
Continuing the effort with another contractor would cause inevitable setbacks due to the enormous scope of the effort. It is anticipated it would take approximately three months to fully onboard a new contractor into the role of Limina currently possess in guiding the Service through this system transformation. Limina's ability to efficiently train the Service’s employees on the use of the CMS, and facilitate the design concepts they engaged in developing first hand will be impossible to replicate.
The implementation work on this requirement is not the exact same work as conducted under previous contracts, but is a logical follow-on to the development contracts. The ability to continue work with the development contractor allows the Service to start production earlier and utilize the extensive knowledge base Limina has, to ensure the Service can meet their mission in a timely manner and with high quality. Going with anyone other than Limina at this point in the project will would cause increased costs and unacceptable delays in fulfilling the government’s requirement and ensuring FWS meets our mission.
