About this file

This document is a Notice of Intent to Procure Non-Competitively issued by Pinellas County Administrative Services Purchasing & Risk Management for Contract No. 23-0821-N. The county intends to procure the In|Sync adaptive traffic control system's annual software support, services, repair, and replacement hardware from Rhythm Engineering. The initial contract term will be 12 months, with the potential for three to five additional 12-month extensions. Interested contractors must submit technical data and responses via OpenGov by Friday, July 28, 2023, at 9:31 AM to demonstrate their ability to meet the requirements.

The procurement is specifically for an intelligent transportation system that uses artificial intelligence to detect and quantify vehicle presence, enabling traffic signals to adapt to actual traffic demand. The renewal includes 365 days of technical support for 112 intersections and covers repairs and replacements of system components such as cameras, processors, enclosures, fans, and filters. The non-competitive procurement method is being used due to the proprietary nature of the In|Sync system, which requires specialized annual software renewal and hardware maintenance. Responses to the notice will be used to determine if bona fide competition exists for this unique technological solution.
