About this file

This is a Notice of Intent to Award Contract issued by Clackamas County, Oregon on February 8, 2023, for RFP #2023-01 to retain a Chief Negotiator for the Peace Officers Association and Federation of Parole and Probation Officer. Ogletree, Deakins, Nash, Smoak & Steward, P.C. was selected as the apparent successful proposer. The notice initiates a seven-calendar-day protest period during which unsuccessful proposers may file written objections via email to the procurement office. The selected proposer has not yet acquired legal or equitable rights to the contract services until final contract execution with terms and conditions acceptable to the County is completed. Should the apparent successful proposer fail to negotiate and execute the contract, Clackamas County reserves the right to revoke the award and offer the contract to the next highest-ranked proposer or withdraw the RFP entirely.

The evaluation process involved two competing firms with scores based on general background and qualifications (0-30 points), scope of work (0-45 points), and fees (0-20 points). Ogletree, Deakins, Nash, Smoak & Steward, P.C. achieved the highest combined score of 83.33 points, outscoring Bullard Law's 64.17 points. Ogletree's scoring breakdown reflected 27.33 points for general background and qualifications, 35.33 points for scope of work, and 20.67 points for fees. Unsuccessful proposers may review the procurement file by appointment at the Clackamas County Oregon City address. Inquiries regarding the procurement process should be directed to Ryan Rice, Clackamas County Procurement, at rrice@clackamas.us or 503-742-5400.
