The City established a two-tier vendor structure, designating First Pioneer Property Management LLC as the Tier 1 primary contractor and Henry Mobley as the Tier 2 backup contractor. Tier 1 pricing includes $35.00 per vacant lot, $40.00 per residential lot, and $450.00 for debris removal, while Tier 2 pricing is $100.00 per vacant lot, $150.00 per residential lot, and $150.00 per debris removal. Work orders will be issued primarily to the Tier 1 vendor, with the City retaining the right to issue work orders to the Tier 2 vendor if the primary contractor cannot meet response times, capacity, or performance specifications. This Notice of Intent to Award is contingent upon successful contract negotiation and execution with the City, and does not constitute a binding contract until fully executed by the City.
