About this file

This is a Notice of Intent to Award issued by the Georgia Department of Corrections (GDC) for the Correctional Officer Electronic Logbook contract (Solicitation No. 46700-GDC0000985). The solicitation closed on April 1, 2022, and the Notice of Intent to Award was posted on May 24, 2022. The contract establishes a multi-year agency agreement for provision of an electronic logbook solution for correctional officers within the Georgia Department of Corrections. The solicitation required suppliers to demonstrate experience deploying and operating similar systems within a correctional environment for a minimum of two years, and the solution must include mandatory functionality such as disciplinary reporting, incident reporting, and multifactor authentication capabilities.

4F Applied Technologies was selected as the apparent successful offeror with a fixed contract amount of $3,936,720. Two offerors were deemed non-responsive and ineligible for award: Guardian RFID was rejected because their proposed off-the-shelf solution lacked required disciplinary and incident report functionality, did not support multifactor authentication, and failed to meet other mandatory requirements; Cognier Inc. was rejected for failing to demonstrate the required minimum two years of experience deploying and operating similar systems within a correctional environment, as their client references were limited to technology consulting rather than correctional operations. All protests must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual.

Administrative Review Summary

RFP# 46700-GDC0000985

Correctional Officer Electronic Logbook

Per the Georgia Procurement Manual, a supplier’s response must be considered responsive to be eligible for contract award in the event of an RFP. "Responsive" means the supplier, whether a company or an individual, has submitted a timely offer which materially conforms to the requirements and specifications of the solicitation.

Guardian RFID’s mandatory scored questions responses included several areas that fail to meet the minimum requirements discussed in the scope of work. In response to mandatory scored question #4, Guardian stated that the required disciplinary report and incident report functionality was not available in their offered off the shelf inmate tracking and officer logging solution and creation of this functionality was not included in their proposed pricing. Also, Guardian RFID stated in their response to

Mandatory Question #4 that their proposed solution is unable to support multifactor authentication which is another functionality identified as a mandatory requirement within the Attachment B – Scope of Work document posted with this solicitation. There are several other areas in Guardian RFID’s response to the mandatory scored questions where they failed to comply with the minimum requirements identified in the solicitation. Due to these reasons, Guardian RFID’s proposal was determined to be non-responsive and therefore ineligible for contract award.

Cognier Inc’s response to Mandatory Scored Question #2 failed to comply with the minimum experience requirements listed in the scope of work. The Attachment B – Scope of Work document stated “Supplier must have demonstrable experience deploying and operating a system that is similar in scope to the system defined here within a correctional environment for a minimum of 2 years.” In response to

Mandatory Scored Question #2, Cognier Inc provided client references that operate only in the technology consulting industry. Due to this failure to meet the requirement of having demonstrable experience deploying and operating a system that is similar in scope to the system defined here within a correctional environment for a minimum of 2 years, Cognier Inc’s proposal was determined to be non-responsive and therefore ineligible for contract award.
