About this file

This is a Notice of Intent for Sole Source Procurement. The National Institutes of Health (NIH), Office of Logistics and Acquisition Operations, intends to award a sole source contract to OpenEye Scientific Software for software licensing and related services. The procurement is being conducted as a pre-solicitation notice, with solicitation number 75N98026Q00645, to allow for public review and potential challenges to the sole source justification before formal solicitation issuance.

The notice indicates that NIH has determined OpenEye Software possesses unique capabilities or proprietary technology that cannot be readily obtained from alternative sources, supporting the justification for sole source acquisition rather than full and open competition. This pre-solicitation announcement provides interested parties with an opportunity to submit written objections or demonstrate their capability to provide equivalent products or services within a specified timeframe. The actual solicitation details, including contract value, performance requirements, delivery schedules, and evaluation criteria, are contained in attached documentation accompanying this notice.
