It is the intent of the National Archives and Records Administration (NARA) to solicit and enter into a sole source, fixed price contract with Design and Production, Inc., 7110 Rainwater Place, Lorton, VA 22079-1521. NARA requires recurring bi-monthly and monthly preventative maintenance services for the Public Vaults, Records of Rights, and Orientation Plaza exhibits at the National Archives Museum in Washington, DC. The bi-monthly preventative maintenance service will focus on inspecting all installed electric systems; address any reported malfunctions to the COR and respond to questions or concerns during each visit; check and confirm control room system functionality, operation of all large display devices, calibration of all touch screen displays, and integrity of all audio-visual systems for health and safety among other services. The monthly on-site preventative maintenance service will focus on checking and confirming all mechanical movements – slide rails, sliding panels, drawers, and all other interactive exhibit componentry; checking and confirming all exhibits for structural integrity, health and safety, natural or unnatural wear and tear, or other damage and provide an immediate verbal report of any issues that may cause harm or failure to the exhibit; and notify the NARA COR if parts or services are needed at an additional expense among other services. These services are required to keep the exhibits operable and maintain the high level expected by DC museum visitors and congressional leaders. See the attached justification and approval.

The proposed contract action will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. The period of performance is from the date of contract award for 12 months plus four (4) option years. The anticipated award date is September 29, 2022. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source as authorized by FAR Subpart 13.106-1(b), Soliciting from a Single Source. See the attached Justification and Approval.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency by no later than 4:00 PM ET on August 26, 2022. This notice of intent is not a request for competitive proposals. However, all capacity statements received after the date of publication of this synopsis and prior to 4:00 PM ET on August 19, 2022, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred in responding to this notice.
