About this file
This is a Notice of Intent to award a Firm-Fixed-Price Purchase Order for laboratory services supporting preclinical research. The National Institutes of Health, specifically the National Human Genome Research Institute (NHGRI) Molecular Genetics Section, intends to award the contract to Charles River Laboratories Montreal ULC under FAR Part 6.302-1 (Single Source Justification). The contract number is 75N98027Q00015.
The procurement requires mouse tissue histology processing and histopathology staining, along with AAV9 antibody screening of mouse serum samples. These services support a preclinical trial testing the efficacy and safety of therapeutic adenine DNA base editing administered via Adeno-Associated Virus 9 (AAV9) in a humanized mouse model of Hutchinson Gilford Progeria Syndrome (HGPS). The work is integral to supporting an FDA Investigational New Drug (IND) application for SamPro-2, intended for Phase 1/2 clinical trials in HGPS patients. All work must incorporate GLP-compliant documentation. Small businesses, including 8(a) firms, service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses, may submit written capability statements demonstrating their ability to perform the requirement by 3:00 p.m. EDT on October 21, 2026, to david.shen@nih.gov. An award is anticipated approximately ten days after the notice date unless the Government determines another vendor can meet the requirement. This is not a competitive solicitation.

Notice of Intent: Measuring AAV9 vector DNA in mice tissue using qPCR
(75N98027Q00015)
In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Charles River Laboratories Montreal ULC.
The National Human Genome Research Institute (NHGRI) DIR Molecular Genetics Section (MGS) are conducting a preclinical trial, using our humanized mouse model of Hutchinson Gilford Progeria Syndrome (HGPS), testing the efficacy of therapeutic adenine DNA base editing, administered using Adeno-Associated Virus 9 (AAV9), for correcting the mutation that causes HGPS. This preclinical research is being used to support the application for the FDA Investigational New Drug (IND), SamPro-2, to treat HGPS patients in a Phase 1/2 clinical trial. The FDA proposal requires demonstration of efficacy of the DNA editing and the demonstration of non-toxicity. The classical pathology of HGPS in humans and in the HGPS mouse model is the loss of vascular smooth muscle cells in the large arteries. The required demonstration of non-toxicity is the detection of AAV9 antibodies in the mouse serum six months after treatment. The aim of this procurement is to perform mouse tissue histology processing and histopathology staining, and AAV9 antibody screening of mouse serum samples incorporating GLP-compliant documentation.
This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.
Please email responses to david.shen@nih.gov no later than 3:00 p.m. EDT on October 21, 2026.
