About this file

This is a Notice of Intent to award a firm-fixed-price purchase order for the Modulight ML8500 biomedical illumination system, issued by the National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imaging Branch (MIB). The procurement is being conducted under FAR Part 6.302-1, a sole-source justification authority.

The MIB requires the ML8500 automatic illuminator system to support near-infrared photoimmunotherapy (NIR-PIT) research comparing two photoactivatable dyes: IR700 (requiring 690 nm activation wavelength) and FI702HKT (requiring 680 nm activation wavelength). The equipment must deliver precise experimental control and support both wavelengths under reproducible conditions. The MIB has selected Modulight USA, Inc. as the intended awardee due to continuity of research data and protocols with existing Modulight laser systems already in use. The notice invites small businesses—including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses—to submit written capability statements demonstrating their ability to fulfill the requirement. The Government reserves the right to compete the award based on responses received. Responses must be emailed to david.shen@nih.gov no later than 11:00 p.m. EDT on July 17, 2026, with award anticipated approximately ten days after the notice date unless another vendor demonstrates capability to meet the requirement.

Notice of Intent: Modulight ML8500 biomedical illumination system

(75N98026Q00763)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Modulight USA, Inc.

The NIH, NCI, CCR, MIB (Molecular Imaging Branch) is conducting research on near-infrared photoimmunotherapy (NIR-PIT), a targeted cancer treatment that uses a monoclonal antibody linked to a light-activated dye. The MIB has been using IR700 as the photoactivatable dye for this research. More recently, the MIB identified a new dye, FI702HKT, which may provide improved performance and may be a better candidate for future patient treatment. These two dyes require different activation wavelengths: 690 nm for IR700 and 680 nm for FI702HKT. In order to compare these agents under controlled and reproducible conditions, the MIB requires a light delivery system capable of supporting both wavelengths and precise experimental control. The branch currently has other laser systems from Modulight and for continuity of research data and protocols, the MIB is requesting to purchase the ML8500 automatic illuminator system.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 11:00 p.m. EDT on July 17, 2026.
