About this file

This is a Notice of Intent issued by the National Institutes of Health (NIH) announcing the planned award of a Firm-Fixed-Price Purchase Order for Uninterrupted Power Supply (UPS) maintenance services. The contract number is 75N98026Q00607, and the intended awardee is Chesapeake Mission Critical LLC. The contracting authority is NIH's National Institute of Child Health and Human Development (NICHD), which occupies floors 1-3 of building 6710B with approximately 400 staff members.

The requirement involves maintaining UPS systems on each of the three floors, including equipment servicing and battery inspections. The maintenance is critical due to prior incidents where aging batteries near end-of-life have vented and created hazardous sulphuric odors, posing staff safety risks. Additionally, the UPS equipment provides essential backup power for physical security systems and staff protection infrastructure. The Government justifies the single-source award under FAR Part 6.302-1, citing the categories of Equipment Maintenance, Facility and Building Maintenance, Human Safety, and Physical Security. Although not a competitive procurement, small businesses—including 8(a) firms, service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses—may submit written capability statements demonstrating their ability to perform the work. Award is anticipated approximately ten days after the notice date unless the Government determines another vendor is capable. Interested parties must email responses to david.shen@nih.gov no later than 11:00 p.m. EDT on June 18, 2026.

Notice of Intent: Eaton UPS maintenance contract

(75N98026Q00607)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Chesapeake Mission Critical LLC.

NICHD occupies space in building 6710B floors 1-3 with approximately 400 staff. NICHD is requesting to execute a new maintenance contract for the Uninterrupted Power Supply (UPS) systems on each floor. NICHD has had an existing maintenance contract on this equipment since it moved into the space in 2016. The maintenance includes servicing the equipment which includes battery checks. These inspections are important as we have had cases where the batteries were nearing their end of life and began venting in 6710B resulting in a strong sulphuric odor putting our staff at risk. Moreover, this equipment sustains critical backup power supply to other equipment in our space for physical security and protection of staff. This request meets the DHHS approved categories of Equipment Maintenance, Facility and Building maintenance, Human Safety as well as meets the Physical Security approved category.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 11:00 p.m. EDT on June 18, 2026.
