About this file

This is a Notice of Intent to Award a Sole-Source Firm-Fixed-Price Purchase Order from the National Institutes of Health (NIH) to AD Instruments for Millar Mikro-Tip pressure-volume (PV) catheters and related equipment. The National Institute on Alcohol Abuse and Alcoholism (NIAAA) requires these consumable components to continue active cardiovascular research studies on mice. The NIH has determined that AD Instruments is the only known responsible source capable of providing the required equipment and services meeting the Government's technical and programmatic requirements due to the proprietary solid-state MEMS pressure sensor technology, data comparability needs, and compatibility requirements with existing laboratory instrumentation.

The specific products required include: (1) PVR-1045 Mouse PV Catheter (1.1F, 4 electrodes, 4.5 mm spacing, 3.5 cm effective length, polyimide, non-repairable) with side-mounted solid-state pressure sensor; (2) SPR-839 Mouse PV Catheter (1.4F, 4 electrodes, 4.5 mm spacing, 3.5 cm effective length, polyimide) with a quantity of 2 each, compatible with the existing MPVS-Ultra Foundation System; and (3) SPR-1000 Pressure Catheter (1F sensor, straight tip, 41 cm effective length, polyimide, non-repairable) with a quantity of 1 each. All catheters must incorporate Millar proprietary MEMS-based pressure sensor technology and be compatible with existing ADInstruments/Millar instrumentation and software. The anticipated award date is approximately five days after the notice date. Interested small business concerns, including 8(a) participants, SDVOSBs, HUBZone, SDBs, VOSBs, and WOSBs, may submit written capability statements by email to danielt@mail.nih.gov no later than 9:00 a.m. EST on August 24, 2026, to demonstrate their ability to meet all stated technical, compatibility, maintenance, warranty, and programmatic requirements.

NOTICE OF INTENT TO AWARD A SOLE-SOURCE FIRM-FIXED-PRICE

PURCHASE ORDER

The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price purchase order on a sole-source basis to AD Instruments. pursuant to Federal Acquisition Regulation (FAR) Part 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

The NIH has determined that AD Instruments is the only known responsible source capable of providing the required equipment and associated services that meet the Government’s technical and programmatic requirements.

The National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to acquire an Millar Mikro-Tip pressure-volume (PV) catheters. The Millar Mikro-Tip pressure-volume (PV) catheters are required consumable components for existing laboratory instrumentation and are necessary to continue active cardiovascular research studies.

Continued use of the Millar pressure-volume catheters is necessary. The requested catheters are essential components of the existing Millar/ADInstruments pressure-volume system.

Data comparability and continuity. The proprietary solid-state MEMS pressure sensor technology incorporated into Millar catheters provides the accuracy, reliability, and compatibility necessary to maintain consistency with existing research protocols and previously generated data. ADInstruments is the exclusive distributor of Millar PV and pressure catheters, and Millar's MPVS system is currently the only small and large animal pressure-volume system available on the market.

Compatibility: The Government requires Millar Mikro-Tip® pressure-volume catheters that are fully compatible with the existing ADInstruments/Millar pressure-volume measurement systems currently in use within the laboratory. The catheters must provide highly accurate pressure and volume measurements for mouse cardiovascular research and ensure continuity of ongoing studies.

The following product features/characteristics are required:

1. Mouse Pressure-Volume Catheters PVR-1045 Mouse PV Catheter (1.1F, 4 electrodes, 4.5 mm spacing, 3.5 cm effective length, Polyimide, non-repairable).

Must include side-mounted solid-state pressure sensor and four conductance electrodes for simultaneous ventricular pressure and volume measurements.

2. Mouse Pressure-Volume Catheters

SPR-839 Mouse PV Catheter (1.4F, 4 electrodes, 4.5 mm spacing, 3.5 cm effective length, Polyimide). Quantity: 2 each.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

ADInstruments is currently considered the only known responsible source capable of meeting the Government’s requirements. However, interested small business concerns—including 8(a) participants, Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), HUBZone small businesses, Small Disadvantaged Businesses (SDBs), Veteran-Owned Small Businesses (VOSBs), and Women-Owned Small Businesses (WOSBs)—that believe they possess the capability to satisfy these requirements may submit a written capability statement.

Any capability statement must clearly demonstrate the organization’s ability to provide the required equipment and services and to satisfy all of the Government’s stated technical, compatibility, maintenance, warranty, and programmatic requirements. The Government will evaluate any timely responses received and, at its sole discretion, determine whether the proposed sole-source award should be competed.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice, unless the Government determines, based on responses received, that another organization has the capability to meet the Government’s requirements.

Interested parties should submit written capability statements by email to danielt@mail.nih.gov

Must be compatible with the existing MPVS-Ultra Foundation System used by the laboratory.

3. Pressure Catheter

SPR-1000 Pressure Catheter (1F sensor, straight tip, 41 cm effective length, Polyimide, non-repairable).

Quantity: 1 each.

Must incorporate Millar proprietary MEMS-based pressure sensor technology and be suitable for mouse studies requiring minimal vascular obstruction.

Additional Required Characteristics

Proprietary Millar solid-state MEMS pressure sensor technology.

Compatibility with existing ADInstruments/Millar pressure-volume instrumentation and associated software.

Reusable catheter construction suitable for repeated research applications.

Equivalent products are not acceptable due to compatibility requirements and the proprietary technology utilized by Millar catheters.

no later than 9:00 a.m. EST on August 24, 2026.
