About this file

This is a Notice of Intent for a sole source contract award (75N98026Q00014) issued by the National Institute of Deafness and Other Communication Disorders (NIDCD), part of the National Institutes of Health (NIH).

NIDCD intends to award a sole source service contract to Nikon Instruments for a service agreement supporting the Nikon AXR-NSPARC confocal microscope. Nikon Instruments is identified as the only known responsible source capable of meeting the agency's compatibility and continuity requirements due to proprietary data and manufacturer-specific technical knowledge. The contract requirements include one annual preventive maintenance visit, NIS Elements Software updates, repair parts, labor and travel expenses, and consultation with Nikon technical experts. The contractor is responsible for ensuring proper equipment operation throughout the service period and providing technical support to end users.

Although this is a sole source procurement not soliciting competitive proposals, interested small businesses—including 8(a), HUBZone, SDVOSB, veteran-owned, women-owned, and small disadvantaged businesses—may submit written capability statements demonstrating their ability to perform the stated requirements. Capability statements must demonstrate the firm's ability to provide access to participant populations, conduct recruitment and informed-consent activities, coordinate biological sample collection and tracking, and facilitate sample shipment to NIH while meeting NIH protocol 10-HG-0065 requirements. Responses must be received by 9:00 a.m. EDT on October 26, 2026, and submitted to danielt@mail.nih.gov with reference to Notice No. 75N98026Q00014. Award is anticipated approximately five days after the closing date.
