About this file
This is a Presolicitation Synopsis (Notice of Intent) for a non-competitive contract award. The National Institutes of Health (NIH), specifically the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), intends to award a contract without full and open competition to Agilent Technologies Inc. (5301 Stevens Creek Blvd, Santa Clara, CA 95051) for the renewal of a Liquid Chromatography-Mass Spectrometry (HPLC-MS) System Maintenance and Service Agreement. The procurement is classified under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34.0 million and is conducted under FAR Part 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold of $250,000.
The HPLC-MS system is essential to the Natural Products Chemistry Section of the Laboratory of Bioorganic Chemistry's research mission focused on discovering and developing novel antibiotics and antiviral compounds. The analytical system provides critical data for structural elucidation, molecular composition determination, compound identification, and characterization necessary for ongoing research activities and peer-reviewed publications. Interested parties must submit responses by July 25, 2026, at 9:00 AM Eastern time to Mr. Vishnuvajjala Hanumanth Rao at vishnuh@mail.nih.gov, referencing solicitation number 75N98026Q00815. Responses must include a technical proposal, cost-price proposal, period of performance, UEI, TIN, business size certification, and active SAM registration. The Government reserves discretion to either proceed non-competitively or conduct a competitive procurement based on received responses.

GENERAL INFORMATION
1. Title: Liquid Chromatography–Mass Spectrometry System Maintenance and Service Agreement Renewal
2. Background Information: The mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) is to conduct and support medical research and research training and to disseminate science-based information on diabetes and other endocrine and metabolic diseases; digestive diseases, nutritional disorders, and obesity; and kidney, urologic, and hematologic diseases, to improve people’s health and quality of life.
3. The Natural Products Chemistry Section of the Laboratory of Bioorganic Chemistry (LBC) conducts research focused on the discovery and development of novel antibiotics and antiviral compounds. Many of these molecules have the potential to become therapeutic agents that could significantly improve human health and support the mission of NIDDK. The laboratory routinely relies on an existing High-Performance Liquid Chromatography–Mass Spectrometry (HPLC-MS) system to identify, characterize, and confirm the structures of synthetic and natural compounds. The HPLC-MS system provides critical data for structural elucidation, molecular composition determination, rapid identification of known compounds, and compound characterization. Continued operation of this analytical system is essential to support ongoing research activities and the generation of data required for publication in peer-reviewed chemistry journals.
