About this file

This is a Notice of Cancellation issued by the Mississippi Department of Marine Resources (MDMR) in conjunction with the Office of Statewide Strategic Sourcing (OSSS) regarding a previously solicited Invitation for Bids (IFB) for staging site material deployment services. The original IFB, identified as RFx No. 3160008051, sought qualified contractors to load, transport, and deploy concrete materials via barge from the MDMR Staging Site at 11015 Reichold Road in Gulfport, Mississippi to artificial reef sites located 20 to 26 miles south of Pascagoula within Mississippi's Reef Complex 1 and 2. The materials to be deployed include culverts ranging from 3 to 5 feet in diameter and 4 to 8 feet in length, poles approximately 25 to 35 feet long, and concrete modules. The original solicitation established critical deadlines including site visits by May 27, 2026; question submission deadline of May 29, 2026; bid submission deadline of June 18, 2026 at 10:00 AM CST; and a Public Procurement Review Board meeting scheduled for August 5, 2026. The contract was structured as a one-year initial term with an option to renew for one additional year under a firm fixed-price compensation structure with monthly invoicing or 20 percent incremental payments.

MDMR has determined it is in the State's best interest to cancel this IFB and reissue the solicitation at a later date, exercising its discretionary authority under Rule 5.7 of the Public Procurement Review Board Rules and Regulations. All bids received have been rejected, and MDMR will retain the submitted bids. The original procurement required bidders to possess at least one barge with 800 tons or greater carrying capacity, provide two professional references, and maintain general liability insurance with a $1,000,000 aggregate limit and $500,000 per-occurrence limit. The contract was funded in whole or in part by a grant from the Gulf of Mexico Energy Security Act and was subject to extensive federal compliance requirements including environmental regulations and nondiscrimination provisions. Vendors are encouraged to monitor MDMR's website and the State of Mississippi's Procurement Opportunity and Public Notification Search Portal for information regarding the future reissued solicitation.

NOTICE OF CANCELLATION

Invitation for Bids (IFB) for MDMR Staging Site Material Deployment

RFx No. 3160008051

August 6, 2026

The Mississippi Department of Marine Resources (MDMR) has determined that it is in the State’s best interest to cancel its Invitation for Bids for the MDMR Staging Site Material Deployment and reissue at a later date.

This decision is made pursuant to Rule 5.7, "Cancellation of Solicitation or Rejection of Individual

Bids," of the Public Procurement Review Board (PPRB) Office of Personal Services Contract

Review (OPSCR) Rules and Regulations. According to this rule, the Agency has the sole discretion to cancel an IFB, reject all bids, or reject individual bids when it is deemed in the best interest of the Agency.

All bids that have been received will be rejected and the MDMR will retain the bids.

Information will be posted to MDMR’s website, as well as the State of Mississippi’s Procurement

Opportunity and Public Notification Search Portal. Vendors should regularly monitor these websites for information concerning future procurement opportunities.

MDMR appreciates your interest and encourages you to respond to the future solicitation. If you have any questions, please contact April Burns, Bid Coordinator at osss@dfa.ms.gov.

Sincerely, Rick Kinnard
