About this file

This is Amendment 1 to an Invitation for Bids issued by the Mississippi Department of Marine Resources (MDMR) in conjunction with the Office of Statewide Strategic Sourcing (OSSS) for staging site material deployment services. The procurement seeks qualified contractors to load, transport, and deploy concrete materials via barge from the MDMR Staging Site at 11015 Reichold Road in Gulfport, Mississippi to artificial reef sites located 20 to 26 miles south of Pascagoula within Mississippi's Reef Complex 1 and 2. Materials to be deployed include culverts ranging from 3 to 5 feet in diameter and 4 to 8 feet in length, poles approximately 25 to 35 feet long, and concrete modules. Minimum qualifications require bidders to possess at least one barge with a carrying capacity of 800 tons or more, provide two professional references, and be electronically registered in Mississippi's MAGIC system. Critical deadlines include site visits by May 27, 2026; question submission deadline of May 29, 2026 with answers posted by June 3, 2026; bids due June 18, 2026 at 10:00 AM CST; bid opening at 2:00 PM CST the same day; anticipated notice of intent to award on June 24, 2026; and a Public Procurement Review Board meeting on August 5, 2026. The contract operates under a firm fixed-price compensation structure with monthly invoicing or 20 percent increment payments permitted, with an initial one-year term and an option to renew for one additional year.

The amendment clarifies that minimum vessel specifications outlined in Section 9 must be met, specifically rejecting the substitution of a 300-ton M/V for the required 800-ton barge. Water depth at the bulkhead ranges from 10 to 12 feet near the structure and 20 to 30 feet farther out. The project must be completed within 30 days once started. Contractors must provide all equipment, personnel, supplies, and transportation at no additional cost to MDMR and maintain general liability insurance with a $1,000,000 aggregate limit and $500,000 per-occurrence limit. The contract is funded in whole or in part by a grant from the Gulf of Mexico Energy Security Act and is subject to extensive federal compliance requirements including environmental regulations and nondiscrimination provisions. No bonds are required, and no specific award values or budget ranges are disclosed in the procurement documents.
