Notice of Announcement Positive Adolescent and Childhood Experiences to Prevent Substance Use (PACES) Notice of Announcement Waiver 26138 The Massachusetts Department of Public Health (DPH), Bureau of Substance Addiction Services (BSAS) is planning to apply for the 2026 Strategic Prevention Framework – Partnerships for Success for States grant through the Substance Abuse and Mental Health Services Administration (SAMHSA). This is expected to be a five-year grant with an annual state award of approximately $2,000,000.

The purpose of our proposed program will be to prevent and reduce substance use risk for children, youth, and families by strengthening protective factors associated with healthy development. Municipal applicants interested in partnering with BSAS on this grant will be expected to submit a response along with at least one community-based organization (CBO) to design and implement prevention programming. This initiative will be guided by a structured approach to implementing the HOPE (Healthy Outcomes from Positive Experiences) framework, which focuses on promoting supportive relationships, safe and stable environments, opportunities for engagement, and the development of social and emotional skills.

BSAS will post a Notice of Announcement (NOA) when the SAMHSA Funding Opportunity is released to seek 5 –8 municipal partners to be named in our grant proposal. Partner municipalities will be selected based on a number of criteria that will be outlined in the NOI.

If we are awarded, selected municipalities will work closely with their partner CBOs, BSAS, and the other identified organizations to design and implement community-based prevention programming for children, youth, and families guided by the HOPE framework.
