About this file

This is a Notice of Intent (NOI) issued by the Massachusetts Department of Public Health, Bureau of Substance Addiction Services (BSAS), soliciting applications from municipalities and regional government entities to participate as implementing partners in the Positive Adolescent and Childhood Experiences to Prevent Substance Use (PACES) Initiative. BSAS is preparing a state application for the 2026 Strategic Prevention Framework - Partnerships for Success for States (SPF-PFS) five-year federal grant from the Substance Abuse and Mental Health Services Administration (SAMHSA), with annual state funding of up to $2,000,000 per year. The initiative aims to prevent and reduce substance use among youth ages 5-14 by strengthening protective factors and guided by the HOPE (Healthy Outcomes from Positive Experiences) framework. Applicant municipalities or regional entities must submit completed NOI applications and letters of commitment no later than July 3, 2026, at 4:00 PM to ryan.h.naismith@mass.gov. Applications are limited to two pages (excluding attachments and checklists) and must be signed by the agency official authorized to sign agreements. Inclusion in the state's federal grant application does not guarantee funding. Upon federal award, BSAS will assess readiness and capacity across the applicant pool and will select approximately five municipalities for implementation funding.

Selected municipalities will be required to partner with community-based organizations (CBOs) and commit a combined minimum of 0.75 FTE dedicated staffing from both the municipal government and CBO partner. Communities must develop detailed implementation plans and logic models, design youth and family-focused programming incorporating the HOPE framework's four core domains, participate in training and technical assistance, deliver programming to defined annual numbers of youth and families, collect and report program data, and participate in evaluation and continuous quality improvement activities. The first nine months of the grant period will focus on needs assessment and municipality selection, followed by contracting, planning, onboarding, and capacity building; full implementation is expected in subsequent years. The contract will operate on a cost-reimbursement basis requiring monthly invoicing for incurred costs. Eligible applicants are 20 specified Massachusetts municipalities selected based on varying risk and protective factor needs, geographic distribution across the six BSAS regions, demonstrated contract performance history with the Department of Public Health, and current non-receipt of other SAMHSA Partnerships for Success funding.

The first 3 months of the initiative will focus on assessing local needs from the applicant pool and selecting the 5 municipalities that will be prioritized for funding. The following 6 months will include contracting, planning, onboarding, and capacity building with those municipalities to refine priority populations within the specified age range and co-develop implementation strategies with BSAS and community partners. Full implementation of programming is expected to occur in subsequent years.
