About this file
This is a Design-Build Lump Sum Contract document for the Heintzelman Boulevard Pavement Rehabilitation & Related Improvements project (BP-00510) at Orlando International Airport, issued by the Greater Orlando Aviation Authority (GOAA). The project encompasses approximately 3.9 miles of roadway rehabilitation, including asphalt milling, resurfacing, drainage and lighting improvements, erosion control, roadway markings, and maintenance of traffic. The contract is structured as a two-step design-build solicitation process, with shortlisted firms required to submit detailed technical and price proposals following initial qualifications evaluation. A pre-submittal conference was scheduled for December 15, 2025, with questions due by December 22, 2025, initial qualifications responses due January 12, 2026, and tentative shortlisting on March 3, 2026. The contract requires substantial completion within 640 calendar days from the Notice to Proceed, with final completion required within 60 additional calendar days. The document establishes comprehensive general conditions covering contractor responsibilities, including architectural and engineering design services, construction supervision, permitting, safety, insurance, bonding, quality control, and payment procedures, along with special conditions specific to airport operations including security protocols, air operations area restrictions, and FAA compliance requirements.
The total estimated project cost is approximately $9,013,719.40, funded through Greater Orlando Aviation Authority Bond Series (GARBS) at $17,400,000. Shortlisted firms must provide a proposal guaranty equal to 10 percent of their total price proposal, and the successful contractor must furnish performance and payment bonds equal to the total contract price. Liquidated damages are assessed at $6,600 per calendar day for delays beyond substantial completion and $3,300 per calendar day for delays beyond final completion. The contractor must maintain comprehensive insurance coverage including $3,000,000 commercial general liability, $1,000,000 automobile liability, $5,000,000 professional errors and omissions coverage, and $1,000,000 pollution/environmental liability. The contract specifies retainage at up to 5 percent of certified payment amounts during construction, with provisions for early reduction upon milestone completion. Contractor mark-up on change orders is limited to tiered percentages ranging from 6 to 15 percent depending on work value and performance tier. The contract includes provisions addressing Florida statutory requirements, non-discrimination compliance, public records access, E-Verify employment verification, and whistleblower reporting protocols.
