About this file

This is an Addendum #2 Revision to a Request for Proposal (RFP HDX002279) issued by the City of Bridgeport, Connecticut Department of Public Purchases for the Non-Congregate Shelter Development Program (NCS). The City seeks proposals from qualified development teams and homeless services providers to construct, rehabilitate, or acquire structures to provide temporary shelter for individuals experiencing homelessness in non-congregate settings. A Preliminary Project Assessment (PPA) submission deadline is July 30, 2026 at 5:00 p.m. EST, with an informational webinar scheduled for July 8, 2026. The final RFP submission deadline is Wednesday, September 30, 2026 by 2:00 p.m. PPA outcomes will be announced September 15, 2026, with approved or conditionally approved applicants invited to submit full applications. Eligible applicants must be 501(c)(3) nonprofit entities with a principal place of business in Bridgeport and a minimum of five years of experience providing homelessness services or managing year-round shelters and permanent supportive housing between 2019 and 2024.

The City of Bridgeport received a $4,671,199 American Rescue Plan (ARP) allocation, with $2,250,000 designated specifically for non-congregate shelter acquisition and development through the HOME Investment Partnerships Program. Funding is provided as a cost-reimbursement grant with a two-year spending requirement from the effective grant date. Minimum use periods range from three to ten years depending on project type, with restricted use periods of ten to fifteen years. HOME-ARP dollars cannot be the sole funding source; applicants must establish partnerships with the Continuum of Care, local planning bodies, or other homeless service providers and secure additional leveraging funds. Qualifying populations include individuals and families experiencing homelessness, those at risk of homelessness, victims fleeing domestic violence or human trafficking, and unaccompanied youth under 25. Non-congregate shelter units must include four walls, a lockable private door, a private bathroom with shower or tub, and smoke and carbon monoxide detectors, with shared kitchen facilities. Projects must include detailed operational plans for supportive services through other funding streams, as operations and services are not eligible HOME-ARP expenses. Required submissions include the PPA form, IRS 501(c)(3) certification, Continuum of Care membership documentation, memoranda of understanding, site aerial photos, project schedule, and sources and uses budget submitted to Ann.Binkley@Bridgeportct.com.

1.1. City Background

On March 11, 2021, President Biden signed into law the American Rescue Plan Act of 2021, which provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic on the economy, public health, State and local governments, individuals, and businesses. To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in ARP funds to be administered through the HOME Investment

Partnerships Program (“HOME”) to perform four activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations.

Requirements for HOME-ARP funds are established via the U.S. Department of Housing and

Urban Development (“HUD”) Notice CPD 21-10: Requirements for the Use of Funds in the

HOME-American Rescue Plan Program. Applicants should review carefully and refer back to

CPD-21-10 and other HUD HOME-ARP resources for detailed descriptions and definitions of the requirements around the HOME-ARP Program, in particular the definitions of eligible activities, Qualifying Populations (“QPs”), and referral methods, which are outlined below.

As the administrator the Housing and Community Development is responsible for the distribution of$4,671,199 allocation of ARP (or “HOME-ARP”) funds through the City of

Bridgeport. The allocation amount for Non-Congregate Shelter Housing, for this specific funding availability, is $2,250,000.

The HOME-ARP Non-Congregate Shelter Acquisition and Rehabilitation Program (referred to as NCS throughout this document) is accepting funding submissions from eligible organizations to construct, rehabilitate, and/or acquire structures for the purposes of providing temporary shelter to individuals experiencing homelessness. This opportunity is to promote an expansion of homeless services in a non-congregate setting. Through a competitive funding round, the City of

Bridgeport’s Housing and Community Development (HCD) has funds available to fund projects.

This is a COST REIMBURSEMENT LOAN. Funds must be spent within two (2) years of the effective grant date
