About this file

File Summary

This is an addendum to a Request for Proposal (RFP HDX002279) issued by the City of Bridgeport, Connecticut, Department of Public Purchases for the Non-Congregate Shelter Development Program (NCS). The RFP seeks proposals from qualified Development Teams and Homeless Services Providers to develop non-congregate shelters through acquisition, rehabilitation, or new construction of residential units. The project is designed to provide temporary shelter to individuals experiencing homelessness in non-congregate settings. The submission deadline is Wednesday, September 30, 2026, at 2:00 pm. The RFP includes attachments detailing preliminary project assessments, project schedules, and sources and uses budgets for applicant consideration.

The City of Bridgeport's Housing and Community Development department is administering $4,671,199 in American Rescue Plan (HOME-ARP) funds allocated to the City, with $2,250,000 specifically designated for the Non-Congregate Shelter Housing program through this funding round. This is a cost reimbursement loan structure, and all funds must be expended within two years of the effective grant date. The HOME-ARP program, established through HUD Notice CPD 21-10, requires that funds primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. Eligible activities are limited to those defined under the HOME-ARP Program regulations, and applicants must demonstrate compliance with specific referral methods and qualifying population definitions outlined in HUD guidance.

1.1. City Background

On March 11, 2021, President Biden signed into law the American Rescue Plan Act of 2021, which provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic on the economy, public health, State and local governments, individuals, and businesses. To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in ARP funds to be administered through the HOME Investment

Partnerships Program (“HOME”) to perform four activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations.

Requirements for HOME-ARP funds are established via the U.S. Department of Housing and

Urban Development (“HUD”) Notice CPD 21-10: Requirements for the Use of Funds in the

HOME-American Rescue Plan Program. Applicants should review carefully and refer back to

CPD-21-10 and other HUD HOME-ARP resources for detailed descriptions and definitions of the requirements around the HOME-ARP Program, in particular the definitions of eligible activities, Qualifying Populations (“QPs”), and referral methods, which are outlined below.

As the administrator the Housing and Community Development is responsible for the distribution of$4,671,199 allocation of ARP (or “HOME-ARP”) funds through the City of

Bridgeport. The allocation amount for Non-Congregate Shelter Housing, for this specific funding availability, is $2,250,000.

The HOME-ARP Non-Congregate Shelter Acquisition and Rehabilitation Program (referred to as NCS throughout this document) is accepting funding submissions from eligible organizations to construct, rehabilitate, and/or acquire structures for the purposes of providing temporary shelter to individuals experiencing homelessness. This opportunity is to promote an expansion of homeless services in a non-congregate setting. Through a competitive funding round, the City of

Bridgeport’s Housing and Community Development (HCD) has funds available to fund projects.

This is a COST REIMBURSEMENT LOAN. Funds must be spent within two (2) years of the effective grant date
