About this file

The document is a Notice of Intent to Award from the North Dakota Department of Environmental Quality (NDDEQ) for an asbestos abatement project at the old LaMoure School located at 101 Main St S in LaMoure, North Dakota. The solicitation (Number 303-23-018) sought bids for removing and disposing of approximately 534 square feet of interior 9"x9" floor tile, 487 square feet of interior linoleum, and 4,855 square feet of exterior building siding containing non-friable asbestos. The bid response deadline was March 31, 2025, at 3:00 PM CT, with four companies submitting responses: ACCT Inc., Building Systems of ND LLC, Horsley Specialties, Inc., and Total Control Inc. The contract period is set from May 1, 2025, to September 30, 2025, with all abatement activities and paperwork to be completed by the end date.

The NDDEQ intends to award the contract to Building Systems of ND LLC, selected through an evaluation process outlined in the solicitation. Bidders were required to be registered in SAM.gov, possess a current North Dakota Solid Waste Transporter Permit, and comply with asbestos removal regulations. Contractors and subcontractors must be licensed Asbestos Abatement Contractors without recent Notices of Violation. The contract will be awarded to the lowest responsive bidder, with pricing to be firm-fixed for the contract period and potential extension of up to 12 additional months. No specific budget range was explicitly stated, but the award will be based on combined unit prices for removal and disposal. Contractors must adhere to strict guidelines for asbestos handling, including proper containment, transportation, and disposal in state-approved landfills, with comprehensive documentation requirements.
