About this file

This Notice of Intent (NOI) is a sole source procurement document issued by the Rhode Island Department of Administration's Division of Information Technology for a statewide Grants Management Software System. The solicitation (NOI21000588) was posted from April 16, 2021, to April 22, 2021, seeking a comprehensive grants management software solution. Vendors interested in providing the software must submit a completed "NOI Vendor Response Form" through the Ocean State Procures system, with no opportunity for questions due to the short posting period. The procurement is being conducted under Rhode Island regulation 37-2-21, which allows for non-competitive procurement when only one source is available for the required supply or service.

The solicitation does not specify a specific budget, award value, or detailed technical requirements for the Grants Management Software System. Delivery terms are set as Free On Board Destination with vendor-specified payment terms. All vendors are eligible to respond, and interested parties must register in the Ocean State Procures system, with responses accepted only through that platform. While technically a sole source procurement, the state remains open to hearing from potential vendors who believe they can provide similar goods or services, though the brief response window and limited specifications make meaningful competition challenging.

Notice of Intent - Sole Source

NOI -Sole Source Information This Notice of Intent (“NOI”) has been created in order to list the State’s intended procurements over $5,000 that may be carried out without a competitive process, also known as a sole source.

This NOI provides information from the issuing Agency/Department’s utilizing the “Request for

Waiver of Competitive Bidding” form to explain the rationale for not using competition, as well as provide the statutory basis for that action. This is a Notice of Intent only, not a request for proposals or price quotes and is for informational purposes only.

RESPONSE SUBMISSION: If an interested Vendor feels they are qualified to provide the goods and/or services on this non-competitive procurement, Vendors must respond to this NOI in Ocean

State Procures™ to include a completed “NOI Vendor Response Form” uploaded to the ‘Attach

Documents’ tab.

QUESTIONS: Due to the nature of the NOI’s short posting period, there will be no opportunity for vendors to ask questions. The NOI is used for informational purposes only to identify potential, qualified vendor(s) that could also provide the sole source’s requested goods and/or services.

REGULATION: Sole source from regulations: § 37-2-21. Noncompetitive procurements. Sole source. A contract may be awarded for a supply, service, or construction item without competition when, under published regulations, the chief purchasing officer or purchasing agent, determines, in writing, that there is only one source for the required supply, service, or construction item.
